In accordance with Federal Acquisition Regulation (FAR) Part 10.0002 (b)(2) this Request for Information is for planning purposes only and shall not be construed as a Request for Proposal (RFP), an offer to negotiate or as an obligation on the part of the Department of Veterans Affairs. McGuire Richmond VA Medical Center in Richmond, VA | Replace Roofs and Flashing | Project # 652-24-108 In an effort to enhance opportunities for Service Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO 6 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. PROJECT DESCRIPTION: The H.H. McGuire VA Medical Center (VAMC) is seeking a potential contractor to demolish and reinstall roofing systems throughout building 500 and building 509 at the H.H. McGuire Richmond VA Medical Center, to meet and comply with all the latest roofing codes for roofing systems, ground connections, flashing bituminous built-up, installation (to include concrete roof), allowance of propane and electric powered equipment, certified lightning protection system, bonded ballasted safety railing system, regulations ancillary items, aerials, wiring, bonding, requirements, compounding standards, drawings and specifications. In addition, the firm shall obtain a warranted roofing system to remain in place for future contingency plan. The contractor shall phase the work or the contractor can request to accomplish multiple phases at one time upon written approval of the VA. ADMINISTRATIVE: The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. The North American Industry Classification System (NAICS) code for this action is 238160 with a size standard of $19 Million. The duration of the project is currently estimated at 550 calendar days from the issuance of a Notice to Proceed. However, the results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. Describe your firm s in-house capability to accomplish the summarized project scope/goal; how your firm intends to meet the 15% self-performance requirement per PL109-461; and confirmation that your firm can obtain performance and payment bonds up to $5M for this project. 4.
