SOURCES SOUGHT Sources Sought Only: This is not a request for bids, quotes, or proposals. This is a Sources Sought notice for the identification of potential vendors capable of providing Milk for the Durham VA Healthcare System, 508 Fulton Street, Durham, North Carolina, 27705 in the very near future. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification (HUBZone, 8(a), small, small disadvantaged, small veteran owned, or service-disabled veteran owned small business) relative to NAICS 311511 (Fluid Milk Manufacturing) and the Size Standard of 1,150 Employees. Consistent with Public Law 109-461 VA's Veterans First Contracting Program , first priority would be given to Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and Small Business (SB) concerns, should there be sufficient firms available to compete under a set aside if the requirement goes to solicitation. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. Potential vendors should be capable of supplying the following: Line Item Description Qty Unit 0001 Milk, whole, fresh, homogenized Vitamin A and D fortified 34,000 EA 0002 Milk, low fat (2% milk fat) fresh, homogenized pasteurized, vitamin A and D fortified, 1/2 container 93,600 EA 0003 Milk, skim, nonfat (less than0.5% milk fat) fresh, milk dolids addedmogenized and pasteurized. Vitamin A and D fortifies. 1/2 pint Container 35,000 EA 0004 Milk chocolate flavor, 1% and 2% milk fat, nogenized, pasteurized, Vitamin A and D fortified, 1/2 pint container 5,500 EA 0005 Cottage Cheese, 1% fat, 5% container 10 CO Statement of Work a) All orders shall be received at the Main Kitchen which is located on the Ground Floor of Building 1 at the VA Medical Center, Durham, NC 27705 within the specified time frame. Deliveries to be made not before 7:00am and not after 9:00am, Monday through Friday. Delivers shall not be made on Saturday, Sunday or Federal Holidays except in extreme emergencies. Deliveries shall be made three (3) times per week and not on consecutive days. The VA needs enough time before the expiration date on product to allow reasonable rotation. Milk and milk product delivery shall occur 10+ days before the expiration date on the delivered product package, and milk delivery temperature must be at 38 degrees or less. b) Payment will be made Net 10 upon receipt of properly prepared invoices for items delivered and accepted during the invoice period. The proper purchase order number shall be stated on each invoice. c) Delivery Point of Contact: Food Service Supervisor on Duty, Nutrition and Food Service, 919-286-6931 Extension 6679, or Extension 6931. Delivery To: Main Kitchen, Building 1 This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information submitted in response to this Sources Sought notice become property of the Government. Interested and capable respondents are requested to provide the information below. Company name, address, point of contact, phone number, SAMs UEI number and DUN s Number List of available products, and business size (small or large business concern). Whether or not they are small business manufacturers of the products they wish to offer, or Whether or not they are distributors of a small business manufacturer Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. Again, all respondents shall submit capability statement signifying that they meet the above-mentioned specifications. The capability statements received from this market research survey are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research, and the Government will not entertain questions concerning this market research survey. The Government will not assume any costs incurred by the contractor in the preparation of responses. This notice is to assist the VA in determining sources only. All contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses should also indicate whether the company is verified by SBA on VetCert Database at Veteran Small Business Certification (sba.gov).
