The Department of Veterans Affairs, W.G. Bill Hefner VA Medical Center (VAMC), located at 1601 Brenner Avenue, Salisbury, NC 28144 will be soliciting offers for Electrical Training and Systems Updates. The contractor shall provide onsite training, testing and system updates medium voltage (12,470) switches and HMI system. A request for quote (RFQ) 36C24623Q1035 will be issued on or about August 14th, 2023. The Government intends to award a firm-fixed price contract in accordance with all terms, conditions, provisions, and specifications of the solicitation. The period of performance is 1 September 2023 (or date of award) through 29 February 2024. The solicitation will provide instructions to contractors about the offer submission process. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) to be eligible for award; contractors may obtain SAM information at https://www.sam.gov. The applicable NAICS Code is 221122 Electric Power Distribution with a Business Size Standard of 1100 Employees. The solicitation will be issued as unrestricted. All offerors are responsible for downloading all documents including amendments at the Contract Opportunities website without further notification from the Contracting Officer.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. The following provisions are incorporated into 52.212-1 as an addendum to this solicitation: E.5 INSTRUCTIONS TO OFFERORS AND EVALUATION CRITERIA INSTRUCTION TO OFFERORS QUOTE SUBMISSION Quotes shall be submitted in electronic format (PDF or Microsoft Office) please Provide the following in this order. Section A - Offer Form (Standard Form 1449) Signed and dated, include the North American Industry Classification System (NAICS) code and small business size standard in Block 10. Please indicate the companies Unique Entity ID (UEI). Section B Schedule of Services Pricing shall be submitted as requested in the Schedule of Services. Total price will be evaluated by the Government. Section C Technical Provide technical approach to complete all aspects of the Statement of Work. Evaluation of Quotes: The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. Award Basis The Government will conduct a comparative evaluation under FAR 13 and FAR 13.5 procedures. 1. TECHNICAL Offerors shall submit a quote that addresses all aspects of the Performance Work Statement (PWS). The offeror shall identify any subcontractors proposed under this solicitation. All technical elements applicable to the utilization of subcontractors must be addressed in the technical proposal and detail provided. A work plan shall be submitted indicating how each aspect of the Performance Work Statement is to be accomplished. 2. PAST PERFORMANCE The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the service being acquired, as well as information identified in the Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. Offerors with no relevant past performance or whom information is not available, shall not be evaluated favorably or unfavorably on past performance, but may be considered less favorably than an offeror with favorable performance history. 3. PRICE Prices shall be submitted in accordance with the Price Schedule contained in the Solicitation. Total price will be evaluated by the Government. In evaluating the quoter s proposed price for this project, the Government concern includes determining price reasonableness. Reasonableness determinations will be made by determining if competition exists, by comparing proposed cost/price with established commercial prices, other contract vehicles, and/or by comparing proposed cost/price with the Independent Government Cost Estimate (IGCE).
