Pre Solicitation Notice Page 1 of 2 The Department of Veterans Affairs Medical Center Network Contracting Office (NCO) 6 has a requirement for Boiler Useful Life Inspection. The Contractor shall provide Useful Boiler Inspection service IAW The VHA Directive 1810 (1), BOILER AND BOILER PLANT OPERATIONS, assigns useful life expectancy , in years, to the boilers and plant equipment. The Directive requires that retention of certain equipment beyond the useful life expectancy must be based on an engineering evaluation of the reliability, efficiency, and cost effectiveness of continued operation. The solicitation shall be conducted in accordance with FAR Part 12 and FAR Part 13. Place of Performance: The Boiler Useful Life Inspection Services will be at the Hunter Holmes McGuire VA Medical Center 1201 Broad Rock Blvd, Richmond, VA 23249 Period of Performance: Period of Performance for the resultant contract will be a one (1) year base period, August 1, 2023 July 31, 2024 in strict accordance with all schedules, specifications, terms, and conditions and provisions of the contract solicitation. Type of Set-Aside: This acquisition is a 100 % Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The applicable NAICS is 541380 - Testing Laboratories & Services with a size standard of $19 Million. Contract Type: The Government intends to award a Firm Fixed Price Requirements Type Contract in accordance with all terms, conditions, provisions, and specifications of the solicitation. Market Research is being conducted to Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business (SB), Small Disadvantaged Business, 8(a), Woman Owned Small Business or HUBZone interests. The Hampton Veterans Affairs Medical Center (VAMC) is trying to determine whether to set-aside an acquisition for Boiler Useful Life Inspection at the Hunter Holmes McGuire VA Medical Center, Richmond Virginia 23249. The scope of the acquisition includes but is not limited to: Qualification Requirements for Consultant and Inspection Personnel: A professional engineering firm (Professional License (PE)) that specializes in life expectancy evaluations must be part of the team and provide an analysis and recommendations under their seal based on the evaluation of the boiler and associated equipment by means of visual inspection and non-destructive testing conducted by experienced boiler inspectors and non-destructive testing experts on the team. The inspections shall be supervised on-site by a Qualified Professional Inspector , defined as anyone or combination of the following. Proof of qualifications shall be provided with the bid and as part of the final report. A boiler inspector who has a valid commission from the National Board of Boiler and Pressure Vessel Inspectors. A boiler inspector who has qualified by passing a written examination under the laws, rules and regulations of a jurisdiction of a state. A boiler inspector who is regularly employed as a boiler inspector by a jurisdiction that has adopted and administers one or more sections of the ASME Boiler and Pressure Vessel Code as a legal requirement and has a representative serving as a member of the ASME (American Society of Mechanical Engineers) Conference Committee. A boiler inspector who is regularly employed by an insurance company that has been licensed or registered by the appropriate authority of a state of the United States to write boiler and pressure vessel insurance. Non-destructive testing personnel shall be certified to American Society for Nondestructive Testing (ASNT) Level II, who are experienced in evaluating boilers and associated equipment. If your company is interested in performing these services, please notify our office of your intent. In response, please include the following: (a) a positive statement of your intent to submit a bid as a prime contractor (capability statement); (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two (2) references are requested, but more are desirable. Responses to this notice should also identify whether or not the firm falls into any of the socioeconomic categories listed above.
