The Veterans Health Administration (VHA), W.G. Bill Hefner VA Medical Center (VAMC) located at 1601 Brenner Avenue in Salisbury, NC 28144 will be soliciting offers for Janitorial Services. The contractor shall provide all labor, material, supplies, management, and supervision necessary to perform Janitorial Services in accordance with the terms and conditions of the contract. This is a non-personal services contract to provide janitorial services for administrative areas and patient care areas. The administrative cleaning requirement is for a minimum of ten Full-Time Equivalent Housekeepers for general/basic cleaning. The patient care cleaning requirement is for an additional ten Full-Time Equivalent Housekeepers for patient care cleaning, to include carpet extraction/shampoo, stripping/waxing floors, through three step disinfections, terminal cleaning, and ultra-violet (UV) sterilization of patient care areas to include removal or mitigating highly infectious materials or terminal cleaning areas with patients with infectious diseases. We also require two FTE patient care cleaning shift Non-Working Supervisors and two FTE patient care cleaning shift team leaders to provide housekeeping services for designated patient care areas. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Agencies shall train their employees in appropriate cleaning and disinfection procedures following Centers for Disease Control and Prevention (CDC) Guidance and comply with local direction from SVAMC Infection Prevention and Control Officials. A request for Quote (RFQ) 36C24623Q0605 will be issued on or about March 27, 2023. The Government intends to award a firm-fixed price contract in accordance with all terms, conditions, provisions, and specifications of the solicitation. The period of performance is May 1, 2023, through September 30, 2023 or the base period, with two (2) one (1) year renewal options that can be exercised by the Government. The solicitation will provide instructions to contractors about the offer submission process. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) to be eligible for award; contractors may obtain SAM information at https://www.sam.gov. The applicable NAICS Code is 561720 Janitorial Services with a Small Business Size Standard of $22 million. The classification code is S201. The solicitation will be issued as a 100% Services Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. All offerors are responsible for downloading all documents including amendments at the Federal Business Opportunities website without further notification from the Contracting Officer.
