Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement is to allow continued patient care at the Fayetteville VA HCC due to all Omega II Refraction Desks being beyond projected life expectancy and not properly functioning at this time. The purchase of another brand would require retraining of the staff and an unnecessary extension of the already halted patient care as well as a redundancy of an established supply line. Description of market research conducted and results or statement why it was not conducted: After reviewing the results from VIP, Contract Directory, and GSA; there are no SDVOSB/VOSBs capable of providing the required items. It has been determined that the required items are available only via sole source to Lombart Instruments, a Small Business.
