Page 2 of 2 Solicitation Number: 36C24620R0019 Notice Type: Pre-Solicitation Synopsis: VA Pre-Solicitation Notice for VISN 06 Community Nursing Home The Department of Veterans Affairs, Network Contracting Office (NCO 06), Hampton, VA on behalf of Hunter Holmes McGuire VA Medical Center intends to solicit proposals in the future from contractors in the following counties in Virginia Albemarle, Amelia, Brunswick, Buckingham, City of Charlottesville, City of Colonial Heights, City of Emporia, City of Fredericksburg, City of Hopewell, City of Petersburg, City of Richmond, Caroline, Charles City, Charlotte, Chesterfield, Culpeper, Dinwiddie, Essex, Fluvanna, Goochland, Halifax, Hanover, Henrico, King and Queen, King George, King William, Lancaster, Louisa, Lunenburg, Madison , Mecklenburg , Middlesex , Nelson, New Kent , North Hampton, Northumberland, Nottoway, Orange, Powhatan, Prince Edward, Prince George, Richmond, Southampton, Spotsylvania, Stafford, Surry, Sussex, Westmoreland. This pre-solicitation announcement publicizes the Department of Veterans Affairs future intent, to solicit Community Nursing Home services at the contractor s facilities, under an Indefinite Delivery Indefinite Quantity in the parts of the VISN 06 geographical foot print specified above. The VA anticipates issuing an open and continuous solicitation for this requirement. The VA will accept proposals throughout the current year until 11/09/2019. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies are available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Proposals will be evaluated for award on a periodic basis. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code. Firms may obtain SAM information at https://www.sam.gov. To be eligible for award, contractors must be registered in SAM. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible. NAICS Code is 624120 (Services for the Elderly and Persons with Disabilities) with a small business size standard of $27.5M. The classification code is Q402. This requirement will be solicited on a competitive basis. There is an anticipation of multiple awards from this solicitation, which will be made commensurate with the needs of Hunter Holmes McGuire VA Medical Center. All responsible sources may submit proposals. The VA will consider for evaluation only proposals from sources found to be responsive and responsible. The VA will only consider proposals from contractors who are Community Nursing Home facilities and licensed by the State of North Carolina and who are Medicaid qualified. Patient placements in contract nursing home facilities are based on availability of facilities in a geographical location and the desires of the veterans and their respective families. Because it is impossible to determine actual usage of any particular contract facility, the VA uses Indefinite Delivery/Indefinite Quantity contract vehicle.
