Page 2 of 3 This is a Sources Sought Notice to perform HVAC services by a Certified Daikin Variable Refrigerant Volume (VRV) Technician on the existing three (3) outdoor VRV units and thirty (30) indoor VRV units located within and outside of Building 15 at the Salisbury, North Carolina VAMC. These services are for a base year and two, one-year option years. Please respond if you have the ability and intent to complete this requirement. Include in your response a copy of your capabilities statement and FSS or GSA Contract Number, if applicable. This Sources Sought Notice is intended to locate Small Businesses to include but not limited to; 8(a), Service-Disabled Veteran-Owned, Veteran-Owned, HUBZone, and Women-Owned Small Business. The anticipated NAICS Code for this requirement is 238220 with a size standard of $16.5 million. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Technical requirements to meet the minimum needs of the Government are as follows: Bi - Annual Inspection (Cooling/Heating) Performance Evaluations and Unit Cleanings on all VRV HVAC equipment to include; safety testing, regulatory compliance testing and performance testing of the VRV equipment. Vendor will coordinate bi-annual performance evaluation reports to facility appointed designee/Facilities Management point of contact. Bi-Annual Inspection Performance Evaluations and Unit Cleanings to be completed in June(Cooling) and November(Heating) in accordance with manufacturer specifications. Phone Support Monday-Friday: 8AM EST 5PM EST, excluding Federal holidays After hours emergency phone support service with response time of 1 hour. If problem cannot be resolved with phone support, then a certified VRV technician needs to respond within 4 hours to the location and provide services. Daikin VRV Certified Technical Trained staff for performance services on equipment Coil Cleaning & Filter Changing on the three outside units every June and November during the Bi-Annual Performance Evaluations and Unit Cleanings. Confirm proper refrigerant level in accordance with current industry standards and practices on all 33 units every June and November during the Bi-Annual Performance Evaluations and Unit Cleanings. If additional repairs or parts are required, only Original Equipment Manufactured parts will be used. Vendor will provide completed reports no later than close of business on the same date after completion of inspections for all thirty three VRV units to facility appointed designee/Facilities Management point of contact. The Contractor shall comply with the Federal/California OSHA Bloodborne Pathogens Standard. Contractors providing any on-site support/services are REQUIRED to have a RepTrax account to conduct business on VA property. The contractor is to sign into RepTrax in advance to obtain a visitor badge/access to the Salisbury, NC VAMC. If the FSE does not have a valid account one must obtain one prior to performing onsite support. The contractor shall recommend any repairs or mitigation to the government for any deficiencies found during the inspection. (If equipped.) The contractor shall report all findings of the inspection to the government, contractor format acceptable. The contractor shall recommend any repairs or mitigation to the government for any deficiencies found during the inspection.
