This purchase request is for the purchase of new GE MAC VU360 ECG equipment to add to existent fleet due to COVID-19 pandemic. Suite 366 City, State, Zip: Bingham Farms, MI 48025 Phone: (708) 786-4926 (3) Description of Supplies or Services: The estimated value of the proposed action is $ 217,032.80 This procurement is for the purchase of twelve (12) new GE (General Electric) MAC VU360 ECG systems to add to the current fleet due to the COVID-19 pandemic. The GE MAC VU360 ECG system acquisition includes: easy clean trolley, ECG WIFI LAN Install and Configuration, Cart installation, extra batteries, GE thermal paper, Training, and wireless network support. (4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor s unique qualifications to provide the required supply or service. (CHECK THE APPLICABLE AUTHORITY BELOW AND COMPLETE) FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; GE only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B)). The products of brand names specified above must be provided to maintain standardization between products currently used at the Durham VAMC. Standardization allows for consistent and reduction of variability in stocking of parts, supplies and training of equipment users and maintainers. FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. FAR 8.405-6(b): Items peculiar to one manufacturer: A patent, copyright or proprietary data limits competition. The proprietary data is: These are direct replacements parts/components for existing equipment. The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. (5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: These ECG machines are critical for patient care. The MAC VU360 system offers a comprehensive suite of ECG interpretation and clinically validated analysis programs. This equipment allows physicians to address a wider range of disease management needs and to make more expedient and accurate treatment decisions. Due to the complexity and the high profiles use of this equipment throughout VISN 6, GE, is the only brand that can provide the services we need. The GE Mac VU360 affords the best value to the Government, for several reasons: The GE MAC VU360 ECG is built with wireless communication technology which is compatible with VA infrastructure. System can send EKG s to our Cardiology PACS system: MUSE, seamlessly and without modification or black box translation. Durham VAMC has historical knowledge of repair history of the GE MAC VU 360 ECG and EKG systems. We are confident that this system will afford minimal downtime, as well as real-time availability of repair technicians. (6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. VIP was searched for NAICS code 334510, and keyword search GE MAC VU 360 identified forty-three (43) SDVOSBs and five (5) VOSBs were identified. Only one vendor, TrillaMed, LLC, was an authorized SDVOSB distributor for GE Healthcare Systems. A search on the GSA Library under Schedule 65 II A and SIN A-53. This search yielded TrillaMed as the only authorized SD/VOSB vendor. Product was found on ECAT under contract MACVU Bundle 5, but did not offer the electrodes, thermal paper, nor the extra batter being requested in Durham s procurement package. Mandatory Source Listings/SAC website was searched and found no existing contracts with the product model number being requested. (7) Any Other Facts Supporting the Justification: The GE MAC VU 360 ECG offers excellent cybersecurity. The DEPS (Design Engineering for Privacy and Security) technology is designed to provide ongoing security vigilance and while facilitating customer communication. This system easily integrates with GE record-keeping equipment. (8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: Market research is ongoing to find SDVOSBs or VOSBs that are authorized resellers to compete future requirements with. (9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge.
