Page 2 of 2 SOURCES SOUGHT SYNOPSIS The VA Medical Center, Salem, VA is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Upgrade Roofs and Tuckpoints #658-16-101. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238160 Roofing Contractors with a size standard of $15M. The Salem VAMC has a need for a firm to complete the replacement roof and tuck-point of the Building 5 at the Salem VAMC. Demolition and new work associated with the roof removal and masonry tuck-pointing of Building 5 on the Salem VA Medical Center campus. The scope of the project will be limited to all areas above and including the roof cornice, with the exception of including new downspouts. The Following items are required per the scope of work: Restoration/replacement of all scuppers, roof drains. Masonry tuck-pointing on all chimneys above eve line. Replacement of all chimney copper caps. Replacement of all gutters 20 oz. copper and 20 oz. copper downspouts. Replacement of all metal flashing with 20 oz. copper flashing/counter flashing. Replacement of all parapets flashing including lifting and resetting stone parapet caps. Replacement of all damaged wood above roof eave line which includes louvers and dormers. Replacement of all slate shingles. Demolish all asphalt shingles and replace with slate shingles. Replacement of all EPDM roofing/banding/flashing. Replacement of all Built Up/Ballasted roofing/flashing. Other components above the roofline as indicated in the contract documents. Abatement of lead-based paint and asbestos containing material. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: Firm s name, address, email address, Web site address, telephone number, and business size and type of ownership for the organization. If not, has it been registered or does it plan to register? In consideration of NAIC code 238160 Roofing Contractors with a size standard of $15M, which of the following small business categories is your firm classified under, if any? Small Business, Veteran Owned Small Business, Service Disable Veteran Owned Small Business, Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, or 8(a) Business. Is your firm capable of performance and Payment bonds for a project valued between $500,000 and $1,000,000. Is your firm a small-business interested in performing as a subcontractor or a prime contractor? Does your firm have experience in working at a Veteran Administration Medical Centers? If so how many years of experience? Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCE SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
