SOURCES SOUGHT SYNOPSIS The VA Medical Center, Salem, VA is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Upgrade Fire Alarm System project #658-19-105. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330 Engineering Services with a size standard of $15M. This is a sources sought notice only. This notice does not constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. The intent of this project is to provide professional engineering services to include option analysis, phasing design, investigative surveys and reports, planning, consultation and visits, design work, preparation of contract drawings and specifications, preparation of cost estimates and provision of construction period services as necessary for demolition, construction, inspection, testing and certification for all required components for project 658-19-105 Upgrade Fire Alarm System. The A/E shall design to replace or upgrade outdated or inadequate fire alarm systems, components, equipment, and appurtenances in Buildings 4, 11, 74, 75 and 76. Many of these buildings have fire alarms components and systems which are outdated and non-addressable, resulting in numerous false alarms and intense servicing requirements. A/E shall provide design report and working drawings, specifications and a cost estimate at 30%, 60%, 95% and 100% and final design stages. The project should account for all architectural, mechanical, electrical, plumbing, structural, civil, data/telecommunication, life safety, controls and all other impacts to the medical center as a result of the renovation. Work for the Base Bid is to be estimated to completed in Zero (00) calendar days from the Notice to Proceed (NTP). THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: Firm s name, address, email address, Web site address, telephone number, and business size and type of ownership for the organization. Is your firm currently registered with the System for Award Management (SAM) formerly known as the Center Contractor s Registration (CCR) database? If not, has it been registered or does it plan to register? In consideration of NAIC code 541330 Engineering Services, with a small size standard in dollars of $15M, which of the following small business categories is your firm classified under, if any? Small Business, Veteran Owned Small Business, Service Disable Veteran Owned Small Business, Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, or 8(a) Business. Is your firm capable of performance and Payment bonds for a project valued between $500,000 and $1,000,000. Is your firm small-business interested in performing as a subcontractor or a prime? Does your firm have experience in working at a Veteran Administration Medical Center? If so how many years? Does your firm have the credentials, certifications, and or licenses necessary to perform the aforementioned construction services in the State of Virginia? Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
