SUMMARY: Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify vendors that are interested in and capable of providing contractor services for the following. The Washington DC Veterans Affairs Medical Center (DC VAMC) This Lab is expanding its operation, adding workstations on the basement floor in Suite GB 200. With the added workstations, electrical circuits are needed to power 4 additional equipment systems, 4 one per workstation. The electrical circuits for these locations are detailed in the following scope. Additionally, each workstation (total workstations) will require a separate electrical interface device. The Electrical Contractor under this requirement shall install the power distribution to an 40KVA UPS in the closet in room GB 220, to be terminated in power poles (4) in Suite GB 200 and provide power at each workstation location. Description of Work: Location: Department of Veterans Affairs Washington DC VA Medical Center 50 Irving Street N.W. Washington, DC 20422 Scope of Work: Contractor shall furnish all necessary travel, tools, labor, materials, parts, and personnel management necessary to fulfill all tasks within this requirement. All work shall be inspected under local authority with proof of passing final inspection. The requirement is outlined in the following. The electrical circuits to be added will originate from the Lab Suite electrical. panel Room GB200, from a 120/208 3-phase panel labeled //// being installed in the ceiling of Lab GB200 and the ceiling in the nearest hallway between GB200 and GB 220 terminated at 40 KVA UPS within the closet. (See provided information for details and routes for electrical cabling installation). Contractor shall provide the appropriate number and size circuit breakers equivalent to, and UL listed, for the load center or panel board. Additionally, the Interrupting rating of the breakers shall be equivalent to the existing circuit breakers installed. The circuits shall be installed, and the load balanced between the phases. Each breaker shall be labeled as to the circuit designation. Labeling shall be done on each accessible point to the raceway. Each circuit shall be identified at the outlet box and/or receptacle plate the labeling shall be legible and permanent. The labeling shall include panel designation ///// and the number of the circuit in which the circuit originates. Complete all Terminations and Splices Complete all splices and terminations including bonding the equipment ground to each junction or outlet box. Labeling, Testing, and Confirming The Electrical Contractor Shall demonstrate for the PROGRAM Point of Contract (POC) that all receptacles are operational and wired correctly, polarity checked, and equipment ground connected and available. Show all labeling is legible, permanent and provide appropriate explanation for servicing. All walls, ceilings or floors that are penetrated shall be sealed with a UL listed firestop as required by National Fire Protection Association (NFPA) 1. Fire Resistant Details are attached. Prior to placing a bid, interested contractors may want to do a site survey to obtain information and clarification. Scope of work to be completed by contractor as follows: Install new Siemens 150-amp circuit breaker in the existing panel (furnished by the VA) Furnish and install (1) 150-amp 3p enclosed circuit breaker (@ UPS) Furnish and install (2) 150-amp 3p 4w feeders from existing panel locations in lab to UPS location (input and output of UPS) Furnish and install (1) 200-amp 3p double throw disconnect. Furnish and install (1) 225-amp 42 circuit 3p4w MLO panelboard (located adjacent to existing Siemens panel) and branch breakers as needed. Furnish and install (4) 2 compartment 12 power poles. Upon award, the Contractor will have 10 days to complete the required work. PARTS: The Contractor shall furnish and replace all parts as required to complete this requirement and shall comply with the latest edition of the National Electrical Code. If the Local AHJ has adopted an earlier version, the Electrical Contractor Shall provide that information to the Program Point of Contact (POC). Only new standard parts (manufactured by the maker of the equipment or equal there to) shall be furnished by the Contractor. Rebuilt parts used parts IS NOT permitted and shall not be installed. All parts supplied by the Contractor shall be Compliant and Listed for use with existing equipment. CONFORMANCE STANDARDS: Contractor shall ensure that the installation conforms to latest NFPA 70, the National Electrical Code or the Edition adopted by the Local Jurisdiction Washington DC. Contractor shall adhere to any local ordinances, local Building and Fire codes at a minimum this shall include NFPA 101 and NFPA 1. SAFETY PRECAUTIONS: The Contractor shall comply with all applicable Federal, State and Local legal requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulation, such as applicable provision of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities and shall ensure safe and healthful working conditions for its employees. Contractor shall assume the responsibility to guard against causing fires and/or explosion and to protect Government Property, reference NFPA 241 and 29 CFR 1926. The Contractor shall perform the work in a manner consistent with the area security and fire safety regulations especially with regard to exits and exit way access. Utility shutdowns shall not compromise security, communication, or fire safety for occupants. No flammable liquids shall be stored or used in the Medical Center. The necessary number and appropriate types of portable fire extinguishers are required per National Fire Protection Association (NFPA) 10 and NFPA 41. The Contractor shall receive from the PROGRAM POC a permit for all cutting, welding, and soldering. All necessary precautions shall be taken by the contractor to prevent activation of any existing smoke detectors or sprinkler heads. HAZARDOUS MATERIAL REPORTING: The Contractor shall maintain hazardous inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR s 355, 370, & 372) to be stored and used at this Medical Center. Hazardous materials must be inventoried when received and when the project is completed. Hazardous Materials Inventories, Material Safety Data Sheets and Material Quantities used shall be submitted to the Contracting Officer for approval. In the event of a spill, Contractor shall immediately notify the Contracting Officer s Representative as well as the Contracting Officer. The Contractor shall be solely responsible for the expense of any cleanup of such spill, and the cleanup shall be in accordance with the applicable provision of 40 CFR Part 761. ENVIRONMENTAL PROTECTION: In order to provide for abatement and control of all environmentally hazardous materials arising from demolition and/or construction activities, the Contractor shall comply with all applicable environmentally hazardous material control and abatement and all applicable provisions of the Corps of Engineers Manual EM 385-1-1, General Safety Requirements as well as the specific requirements stated elsewhere in the Contract Documents. All hazardous and universal waste resulting from contractor demolition and construction shall be removed and properly disposed in accordance with 40 CFR 261 through 265, 40 CFR 273 and 40 CFR 279 by the contractor at no additional cost to the VA. This will include the disposal of ballasts, fluorescent bulbs, used oil, mercury switches and any hazardous material. Copies of disposal manifests must be provided to the Program Point of Contact. INTERIM LIFE SAFETY MEASURES: A series of operational actions taken to temporarily reduce the hazard posed by life safety deficiencies created during and until completion of construction.
