Pre-solicitation Notice The Department of Veterans Affairs is seeking prime contractor construction services to furnish all labor, materials, tools, equipment, and supervision for project no. 517-21-002 Correct Radiology HVAC at the VA Medical Center, Beckley, WV 25801 in accordance with the drawings and specifications. This procurement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Work includes, but is not limited to, HVAC, mechanical, electrical, general construction, alterations, necessary removal of existing structures and construction, millwork, permanently mounted equipment, interior finishes, and certain other items. Estimated construction cost range is between $500,000.00 and $1,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $45 million. Prospective contractors must be registered and current in the following websites: SBA Veteran Small Business Certification (VetCert) database. and https://www.sam.gov and https://www.dol.gov/vets/vets4212.htm to be eligible for award. Only SDVOSB Firms currently verified in the SBA Veteran Small Business Certification (VetCert) database. are eligible to submit bids/offers. SDVOSB firms that submit bids/offers for SDVOSB set-asides that are not listed on SBA Veteran Small Business Certification (VetCert) database. will be deemed nonresponsive. IAW VAAR 852.219-75(d) The Government will not consider offers for award from offerors that do not provide the certification with their bid, quotation, or proposal, and all such responses will be deemed ineligible for evaluation and award. There will be one pre-bid site visit which will be held on or about June 19, 2024 @ 10:00 am local time at the VA Medical Center, 200 Veterans Drive, Beckley, WV 25801, Building 2 Conference Room. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor pass from Building 2 Conference Room. All questions pertaining to this solicitation shall be submitted in writing to the contracting officer (email address: millard.adkins@va.gov). The deadline for questions pertaining to the solicitation will be on or about June 26, 2024 @ 2:00 pm local time. No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from https://www.beta.SAM.gov . Solicitation documents will be available on or about June 6, 2024. A public bid opening will be made at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 200 Veterans Drive, Building 2 (Conference Room), Beckley, WV. Bid opening date is July 9, 2024 @ 2:00 pm local time. This procurement is subject to availability of funds.
