VETERANS AFFAIRS SEEKING OFFICE SPACE Linthicum Heights, MD | Pre-Solicitation Synopsis The U.S. Department of Veterans Affairs Seeks Interest for 11,373 Rentable / 8,425 Net Usable Square Feet of Office Space in Linthicum Heights, MD. Notice: This is a pre-solicitation notice for solicitation number 36C24523R0083, lease number 36C24524L0007. The Government expects to release a full and open competition Request for Lease Proposals (RLP) within the next 10 days. The Government will not pay for any costs incurred because of this advertisement. Contracting Office Address: Department of Veterans Affairs (VA), Leasing and Specialized, Network 5 Contracting Office (NCO 5), 510 Butler Ave, Bldg 403B, Martinsburg, WV 25405. Description of Requirement: The Department of Veterans Affairs (VA), Huntington, WV, intends to solicit for up to 8,425 Net Usable Square Feet (NUSF) of leased space for a Office located within delineated area listed below. Space requirement includes a contiguous space preferably all on the first floor compliant with ADA (Americans with Disabilities Act) accessibility and VA Barrier-Free Design Standard and Architectural Barriers Act Accessibility Standards (ABAAS), meet VA Guidelines for IT security, and have no less than 40 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. See attached Space Requirement for an estimate of needed rooms/space. The anticipated lease will be a full-service lease, this means all utilities, taxes, security, telephone, janitorial and all-season landscape, snow removal, and any other operating and maintenance costs are included in the rental cost. Lease Term: The anticipated lease term is a firm term of 5 years and additional soft term of 15 years for a total lease term of 20 years. Soft meaning Government has the right to terminate the Lease after a specified notification time period during the soft term. Delineated Area: Linthicum Heights, MD. The space must be in or abounding the delineated area. North: MD-295 and West Nursery Road West: Interstate 195 South:Â MD-170, Andover Road and Cabin Branch creek East:Â Interstate 695 and Interstate 97 Additional Requirements: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Spaces may not be considered if they have the following features: Bifurcated sites, inclusive of parking. The following space configurations may not be considered:Â Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space may not be considered if located in close proximity property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths. Space may not be considered where apartment space or other living quarters are located within the same building. Attention SDVOSB/VOSB: The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $47 million. Responses to this notice will assist VA in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status.
