Solicitation No. 36C24523R0049: This Request for Proposal (RFP) is issued as a Two-Phase Design-Build procurement (Reference FAR 36.3). Proposals will be evaluated in Phase I to determine which offerors will submit proposals for Phase II. A maximum number of three (3) offerors will proceed to Phase II in accordance with FAR 36.303-1. Phase II RFP will be issued only to those successful offerors determined to be most highly qualified from Phase I. One contract will be awarded using competitive negotiation. This is a Design-Build project for renovation to support the Veterans Health Administration s (VHA) change to the new Electronic Health Record Management Modernization (EHRM) effort. It is the intent and objective of the Department of Veteran Affairs to award a single contract for the design and renovation as a design-build delivery. Renovation work for EHRM will include: Communication infrastructure including new data outlets, patch panels, upgrades to Cat 6A cable, fiber infrastructure backbone within building. Refer 2.2.2 for additional cabling requirements. Electrical infrastructure including electrical panel upgrades, normal and emergency power, as applicable, bonding, Uninterruptible Power Supply (UPS) system, and Building Management (BMS) interfaces to manage and monitor UPS. HVAC infrastructure including temperature and humidity upgrades, rack and space sensors, and BMS interfaces to manage and monitor temperature and humidity. Reconfiguration of existing space including demolition, new construction, and finishes. Physical security upgrades including telecommunication room cameras, alarms, and necessary interfaces to existing security system. Identification and appropriate remediation of hazardous materials, as needed for project. This project is located at the Department of Veterans Affairs Community-Based Outpatient Clinic (CBOC) at Fort Detrick, MD. Project Number is 613-22-705GG. Competition for this procurement is restricted to Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only SDVOSB/VOSB Firms currently verified in the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) at https://veteranscertify.sba.gov. SDVOSB/VOSB Firms that submit bids on SDVOSB/VOSB set asides that are not verified will be deemed nonresponsive. Estimated construction cost range is $100,000.00-$200,000.00. The firm must be a general construction firm approved under NAICS: 236220, size standard: $49M. The offeror shall obtain any and all necessary licenses or permits required to perform this work. Prospective contractors must be registered and current in the following websites: https://veteranscertify.sba.gov, and https://www.sam.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the proposal and conform to JV requirements. JV Agreements shall be submitted with the proposal or they will be deemed nonresponsive. Bids will be accepted from only responsible and responsive contractors. There will be a pre-bid site visit for this project which will be held at the Department of Veterans Affairs Community-Based Outpatient Clinic (CBOC) at Fort Detrick, MD. All interested parties are encouraged to attend the site visit. The date of the site visit will be confirmed in the solicitation. All questions generated from the site visit shall be submitted in writing to the Contracting Officer to kathryn.kaiser@va.gov. Solicitation documents will be available on or about April 1, 2023. The Phase 1 proposal due date is projected for May 10, 2023. Firm site visit and proposal dates will be provided on the solicitation once issued. There will NOT be a public bid opening. Bidders are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
