VISN 5 ASBESTOS, MOLD, LEAD ABATEMENT IDIQ SOLICITATION NO: 36C24523R0036 This is a pre-solicitation notice for 36C24523R0036, Indefinite-Delivery Indefinite-Quantity for Asbestos, Lead and Mold Abatement Services for Veterans Integrated Service Network (VISN) 5. The Department of Veterans Affairs, VISN 5, Network Contracting Office (NCO) 5 has a requirement to provide on-going abatement services at medical facilities within VISN 5. The intent of the project is to award multiple IDIQ contracts for the Veterans Affairs Maryland Healthcare System (VAMHCS), VA Medical Centers (VAMC) in West Virginia and VA Medical Centers in Washington, D.C. to include any Community Based Clinics supported by VISN 5. Under the IDIQs, all contract work will be completed through individual task orders awarded for individual projects in VISN 5/NCO 5. All work will be in accordance with individual task order requirements, specifications, and drawings as provided with each project. Each task order will be priced individually and will include its own wage determination and period of performance. The overall value of the IDIQs shall not exceed $15 million over the 5-year period. This amount is inclusive of all awardees. Individual task orders will be firm fixed price, with a minimum task order value of $2,000.00 and a maximum order value of $500,000.00 Pursuant to 38 USC 8127(d), competition for this procurement is restricted to 100% Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only SDVOSB Firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov. SDVOSB Firms that submit proposal on SDVOSB set-asides that are not verified will be deemed nonresponsive. In accordance with FAR 52.204-7, System for Award Management Contractor Registration, 52.204-8 Annual Representation and Certification and in accordance with FAR 2.101, prospective contractors must be registered in System for Award Management (SAM). In accordance with FAR 22.1302(b), and FAR 52.222-35 Equal Opportunity for Veterans, contractors must have submitted the required annual VETS-4212, Federal Contractor Veterans Employment Report, with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C.4212(d) for that fiscal year The firm must be a general construction firm approved under NAICS: 562910, size standard: $25 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in our NCO 5 VAMC Locations. A Joint Venture Agreement (JV Agreement) must be completed at the time of proposal submission and conform to JV requirements. JV Agreements shall be submitted with proposals.
