Sources Sought Notice Sources Sought Notice Page 4 of 4 Sources Sought Notice *= Required Field Sources Sought Notice Page 1 of 4 Summary: Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify vendors that are interested in and capable of providing professional support services as described below. The planned period of performance start date for these services is 10/31/2023. Project Intent: This objective of this contract will be for a Base + 4-year option contract for National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from State and Federal Small Municipal Separate Storm Sewer Systems (MS4) General Permit support for the Perry Point VA Medical Center. The contract will engage Professional Engineering and Environmental Testing services to ensure the facility is compliant with the new permitting requirements (General Discharge Permit No. 13 SF 5501 and General NPDES No. MDR 055501). This is a continued regulation that will control all stormwater discharges in accordance with the Clean Water Act (40 CFR, Section 122) and corresponding stormwater NPDES regulations. The goal of the NPDES MS4 General Permit is to improve the quality of stormwater runoff being discharged from state and federal properties and to meet the federal Clean Water Act (CWA) requirements. Facilities are to implement stormwater management programs to improve water quality and control the discharge of pollutants into and through their MS4s. These programs include the following six minimum control measures: public or personnel education and outreach; public or personnel participation and involvement; illicit discharge detection and elimination; construction site stormwater runoff control; post construction stormwater management; and pollution prevention and good housekeeping. The permit also establishes new requirements for impervious area restoration for twenty percent of existing developed lands that have little or no stormwater management. Restoration planning strategies and implementation schedules required by this permit shall improve local water quality and contribute to the restoration of the Chesapeake Bay. The U.S. Environmental Protection Agency (EPA) has established water quality goals for the Chesapeake Bay watershed through Total Maximum Daily Load (TMDL) requirements for reducing nitrogen, phosphorus, and sediment. Maryland s Watershed Implementation Plan (WIP) outlines the approach that the state uses to meet the Chesapeake Bay TMDL pollutant load reductions. Based on the WIP strategy, pollutant load reductions from urban stormwater runoff from state and federal small MS4s would be achieved through the permit holders Chesapeake Bay Restoration Plans for meeting the TMDL requirements of the MS4 Permit. Scope of Work: Vendor will be required to provide all professional environmental technical services and engineering consulting necessary to develop and/or update previously created items to be consistent with current MS4 regulatory compliance; including but not limited to completion of drawings and mapping, cost estimates, project phasing site visits, MDE submittals and reports, procedures, training, regulatory coordination and evaluations per the most current EPA/MDE MS4 permit and/or regulatory guidance documents. The EPA/MDE MS4 permit (legal requirements document) is due to be updated at the end of this Calendar Year. Therefore, contractor must be able to adjust any and all work to comply with the most updated MS4 compliance permit and/or regulatory guidance documents. Support for the following shall be completed in accordance with the 40 Code of Federal Regulations (CFR) Part 122 and the Code of Maryland Regulations (COMAR) 26.08.01, 26.17.01, and 26.17.02 (or most updated regulations) and contained in the National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from Small Municipal Separate Storm Sewer Systems (MS4) permit here or latest permit or regulatory guidance published by EPA and MDE. The current permit could be updated before, during, or after procurement or during the course of the contract. Currently included under the permit requirements are the following tasks: Impervious Area Reporting - the offeror will update, develop and/or produce all reporting portions; corresponding maps; MDE Excel Spreadsheets; and any new or updated requirements for the EPA/MDE MS4 Permit; Baseline Impervious Assessment and Reporting Updates; Restoration Schedule Updates; Continue and/or develop BMP Inspection & Maintenance Programs; Summary of Impervious Area Restoration Activities; Determine Coordination Efforts (if any) required with other agencies or support in pertinent manner if regulatory guidance provided by EPA and/or MDE; Review Impervious area restoration activities over next five years or provide items/information required by most recent regulatory guidance provided by EPA and/or MDE; Determine Coordination Efforts (if any) required with other agencies (e.g., The town of Perryville; The city of Baltimore; specific VAMC neighbors or interest groups); Develop a cost estimate program to implement impervious area restoration program over next 5 years; Minimum Control Measures Reporting - the offeror will update, develop and/or produce all reporting portions; corresponding maps; MDE Excel Spreadsheets; and any new or updated requirements for the EPA/MDE MS4 Permit; Stormwater Education and Outreach and Public or Personnel Involvement; Illicit Discharge Detection (Testing) and Elimination; Map of the MS4 including outfalls; Screening Locations and Inspections; MS4 Policy and SOP updates; Construction Site Stormwater and Runoff Control Post-Construction Stormwater Management; Urban BMP Database in MDE format; NPDES and SWM Drawing Database; BMP Inspections; Pollution Prevention and Good Housekeeping; Impervious Area Restoration Work Planning; Any other new or updated Minimum control measures or other regulatory requirements so as to be compliant with the most updated MS4 regulatory requirements. VAMC Locations applicable to this Project: VA Perry Point Medical Center 59 Avenue D, Perry Point, MD 21902 VA Loch Raven Medical Center 3900 Loch Raven Blvd, Loch Raven, MD 21090 Vendor Technical Qualifications and Past Performance required: Office must be located within 250 mile radius of Perry Point and Loch Raven VAMC Must be able to show past performance within the past five years providing MS4 compliance to a state or Federal agency located in Maryland (preferably along the Chesapeake Bay as well as in Urban MD areas) Environmental Scientist(s) and/or Engineers on staff who can show experience in the State of MD with the following regulatory agencies, including but not limited to: Maryland Department of Natural Resources, Maryland Department of the Environment (MDE) (including Tidal Wetlands) Chesapeake Bay Critical Area Commission (CAC) US Army Corps of Engineers (USACE) and Coast Guard who have jurisdiction over navigable waters Environmental Engineer/Scientist on staff with illicit discharge testing, sampling and detection per the MS4 permitting requirements Environmental Engineer/Scientist Shoreline specialist on staff who can show experience in Chesapeake Bay area shoreline stabilization design review (for BMP shoreline inspections) Environmental Engineer/Scientist(s) on staff who can show experience with overall MS4 compliance with the ability to adjust quickly to changing regulations Interested & Capable Responses: NCO 5 is seeking responses from entities that are interested in this procurement and can provide evidence of having the resources, capabilities, and qualifications necessary to provide these services at the Loch Raven & Perry Point VA Medical Centers to begin services by 10/31/2023.
