Description: A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. B. This solicitation is not restricted to any particular business size limitation it is open for competition among all business sizes. C. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02 and VAAR Update 2008-36. Responding to this solicitation. Offeror must submit its quote via email to James.Whisner@va.gov. Offeror must provide the following information with its quote: A. Offeror s legal entity name, address, SAM Unique Entity Identifier (UEI) number, SAM.gov registration status and expiration date; B. Information that describes the characteristics of the item being offered in sufficient detail to assess compliance with the salient characteristics, delivery, warranty and domestic end product requirements specified in the accompanying Statement of Need; C. Price for Line Item 0001 (use the accompanying Price Schedule to enter the quoted price in the blank space); and D. The completed certification required by FAR 52.225-2 Buy American Certificate (see attachment). E. The completed Domestic End Product certification (see attachment). 3. Date & time quotes are due: April 7, 2022 at 11:00 AM Eastern. 4. Evaluation. The Government will evaluate quotations using the evaluation process outlined in FAR 25.106(b)(1) and FAR 25.502(c). 5. Delivery shall be provided FOB destination no later than 180 days after the contract award date. Place of delivery and acceptance is at the VHA Office of Emergency Management in Martinsburg, WV. 6. The provision at FAR 52.212-1 Instructions to Offerors Commercial Products and Commercial Services (MAR 2023) applies to this solicitation, including the following addenda: A. 52.204-7 System for Award Management; and B. 52.204-16 Commercial and Government Entity Code Reporting. 7. The provision at FAR 52.225-2 Buy American Certificate (Oct 2022) applies to this solicitation. 8. Offeror Representations and Certifications. Offeror must complete the annual representations and certifications electronically via the System for Award Management (SAM) website located at https://sam.gov/content/home in accordance with FAR 52.212-3, Offeror Representations and Certifications Commercial Items. 9. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
