VHAPG Part 808.405-6 Limiting Sources Attachment 2: Request for Limited Sources Justification Format >SAT Effective Date: 02/01/2022 Page 1 of 4 LIMITED SOURCES JUSTIFICATION ORDER >SAT FAR PART 8.405-6 Acquisition Plan Action ID: 512-23-2-535-0029 (1) Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 512, located at 10 North Greene St Baltimore, MD 21201, in support of VISN 05 VA Health Care System at Address; 512-23-2-535-0029 (2) Description of Action: To maintain existing infrastructure and support of a guest Wi-Fi network that is currently in place at the Perry Point and Loch Raven VA Medical Centers. This is a follow-on requirement to give time to decide if these services will still be needed in future. Order against: FSS Contract Number: GS-35F-251GA Name of Proposed Contractor: N-OVATION TECHNOLOGY GROUP LLC Street Address: 10 W 2ND ST STE 2201 City, State, Zip: DAYTON, OH 45402 Phone: 937-789-8684 (3) Description of Supplies or Services: The estimated value of the proposed action is $ 343,655.00 The contractor shall provide expansion and maintenance support for the existing Patient/guest Wi-Fi throughout the Baltimore VA Medical Centers (listed below). Maintaining existing infrastructure (switches, APs, router, wireless LAN controller, Dell servers with windows OS running Cisco WCS and Microsoft ISA server, licenses, bandwidth, etc.) hardware (from an existing guest Wi-Fi infrastructure. This also includes maintaining any issues with the network internet bandwidth connections. System will require zero administration from the end users with fast and reliable service. Access from remote will enable vendor to block user(s), filter ports, Access Points and view overall health of network in real time. System design should allow for additional locations to be added and controlled from a single point. This is a turn-key solution with full network support and internet service. This is a sole source requirement using statue VAAR subpart 819.70 shall ensure the priorities for veteran-owned small businesses are implemented within the VA hierarchy of small business program preferences in VAAR subpart 819.70. Specifically, the CO will consider preferences for SDVOSBs first, then preferences for verified VOSBs. This sole source will be used as a bridge to decide if these services will still be needed. (4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor s unique qualifications to provide the required supply or service. FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. FAR 8.405-6(b): Items peculiar to one manufacturer: A patent, copyright or proprietary data limits competition. The proprietary data is: These are direct replacements parts/components for existing equipment. The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. (5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: This is a follow-on requirement. Novation is the current contract holder. Adding additional wifi services is need for patient care. There are not enough wifi throughout the hospital for the doctors to pull there reports in a timely manner. Continue with this sole source will allow the service to provide the expanded coverage that is required to allow medical providers to provide needed services to patients. (6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. This is a sole source requirement using statue VAAR subpart 819.70 shall ensure the priorities for veteran-owned small businesses are implemented within the VA hierarchy of small business program preferences in VAAR subpart 819.70.
