VA Maryland Health Care System (VAMHCS) and its CBOCs require consistent movement of furniture on a timely basis. The tasks included are pick up, delivery, assembly, disassembly, maintenance, cleaning, and reconfigurations. This function was formerly provided by (2) full time employees (FTE) and supplemental move contractors as needed. Due to FTE staff shortages, EMS, Interior Design service is no longer able to provide these movement services. 4. Scope. The contractor will continue responsibility for all aspects of furniture movement, installation, service, reconfiguration, and cleaning. Contractor shall provide all parts, labor, supervision, uniforms, equipment, tools, transportation, supplies, and materials necessary to perform all tasks related to the transportation and installation/de-installation of government owned new and used freestanding, modular, or wall mounted furniture. Contractor must have a minimum of 3 years experience and knowledge of the major furniture manufactures as well as experience in the daily operations of a healthcare setting. Contractor will visibly wear a VA issued badge while on VA property. All services provided under this contract must be performed in conformance with National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), Joint Commission on Accreditation of Healthcare Organizations (JHACO), Health Insurance Portability and Accountability Act), American with Disabilities Act (ADA) and all original manufacturer standards and specification in order to maintain manufacturers warrantees. 5. Specific Tasks. Interior design section needs support in all aspects of furniture movement, repairs, reconfigurations, trouble shooting, and cleaning throughout the medical center, VA Maryland Healthcare facilities and the outpatient clinics in, for example, Baltimore, Loch Raven, Perry Point, Cambridge, Pocomoke, Glen Burnie, Eastern Baltimore, Fort Meade, and VET Centers, and VISN5 office in Linthicum. Task 1 Deliveries- furniture requested from employees across station will need to be delivered as indicated by the COR in the daily briefing. Product that arrives in the warehouse will need to be picked up and brought to interior design storage in a timely manner. Task 2. Pick-ups- items that employees request be removed from their area through interior design will also be assigned in the daily brief on an as needed basis. Task 3 installation- contractor must be able to install furniture per drawings from the interior designers up to manufacturers requirements. Furniture may be new, or components may come from existing stock. Contractor must be a creative problem solver to use pieces and parts available to put together viable, professional looking solutions. All areas will be left as clean and tidy as found, or better, at the end of each project. Task 4 Disassembly- contractor must be able to take apart many different furniture products in such a way that it may be brought back to storage intact and in good repair to be re-used later. Task 5 Cleaning- contractor shall have equipment available to do simple steam cleaning on turned in items in preparation for redeployment Task 6- Ergonomic Equipment Installation/Adjustments -Contractor needs a basic knowledge of ergonomic equipment and correct placement per body mechanics of the individual receiving the equipment. Task 7- Inventory management- contractor is responsible for keeping all furniture storage neat and organized so that product is clearly visible and easily inventoried. This includes ensuring no flammable debris is left in the area. 6. Performance Monitoring Contractor will check in with Interior Designer/Supervisor at the end of every task/project to review work and performance during that day. 7. Security Requirements Contractor and all employees will register with the VAMHCS VA Police and receive an identification badge. Badge will be worn in plain sight whenever on VA property 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Contractor shall supply all necessary equipment and supplies to fulfill the duties laid out within this service contract. 9. Other Pertinent Information or Special Considerations. a. Identification of Potential Conflicts of Interest (COI). All furniture deemed unusable for the VA use must be disposed of as indicated by Interior Designer/Supervisor. Contractor may not resell formerly government owned furniture for their own personal gain. b. Identification of Non-Disclosure Requirements. Contractor may not share any personnel, patient of government information acquired while working at a government facility. c. Packaging, Packing and Shipping Instructions. Contractor will provide all necessary supplies to safely transport VA, to include but is not limited to: dollies, handcarts, blankets, tie downs within the transporting trucks d. Inspection and Acceptance Criteria. Contractor shall inspect and prepare a punch list to be provided to the Interior Design at the end of the day. 10. Risk Control Contractor shall abide by all warning signs at construction sites, infection control warnings or any other event that comes up during the term of this contract 11. Place of Performance. VAMHCS Baltimore campus as well as occasional visits to Loch Raven, Perry Point as well as any other new clinics or lease spaces which may develop during the time frame of this contract. Work shall be performed during normal working hours 8:00- 4:30. Contractor shall provide two personnel every week on Tuesdays, Wednesday, and Thursdays. Contractor will report to Interior Designer/Supervisor every morning to receive the projects required for that day as well as at the end of the day for review of work accomplished. 12. Period of Performance. October 1, 2023 through September 30, 2023. Work shall be performed during normal working hours 8:00- 4:30, with the possibility of projects at any of the VAHMCS properties as needed. Contractor shall provide two personnel every week on Tuesday, Wednesday and Thursday, except for Federal Holidays. The Contractor will report to Interior Designer/Supervisor every morning to receive the projects required for that day.
