The Department of Veterans Affairs, Veterans Crisis Line (VCL) utilizes a short message service (SMS) platform that requires a short message vanity code to provide Veterans and Service members in crisis with 24hr/day access to trained responders on the receiving end of the platform. iConectiv, LLC, is the owner of the short message vanity code 838255 or VETALK and vanity code 21210. Past market research determined that for the initial purchase, several vendors lease CSCs. However, once a CSC is leased, that number can only be obtained from the original leaser. CSCs are not transferrable between vendors. iConectiv, LLC, is the only entity that has the right to lease out these short message vanity codes. Therefore, due to these factors, the Veterans Crisis Line intends to sole source this requirement.
