SUBJECT: The Department of Veterans Affairs is conducting market research in order to provide Asbestos Abatement Air Monitoring and Inspection OBJECTIVE: See attachment. CONTACT INFORMATION: Any questions related to this Sources Sought shall be directed to Mark Smith at mark.smith25@va.gov information regarding Capabilities Statements or any other proprietary information relative to this Sources Sought shall be submitted via email to mark.smith25@va.gov STATEMENT OF WORK SCOPE OF WORK PROJECT DATA: TITLE: Asbestos Abatement Air Monitoring and Inspection b) BUILDING/FACILITY: VAMC Clarksburg WV c) CONSTRUCTION DURATION: 21 Calendar Days GENERAL SCOPE: Provide independent third-party oversite services for asbestos abatement contractor removing asbestos in Phase II of the Modernize Specialty Clinics project. Provide air monitoring and inspections per the attached specification and asbestos survey results. GENERAL CONDITIONS AND DEFINITIONS: COR: Contracting Officers Representative. V.A. employee of VAMC Facilities and Engineering Service officially assigned to act as Project Manager and Inspector on behalf of VAMC and Contracting Officer. COR shall be First Point of Contact on all matters concerning contract work for subject Project. Coordinate all administrative and construction requirements exclusively with or through assigned COR of VAMC Facilities and Engineering Service; and. neither discuss contract work with, nor take any directives concerning contract work from any other person than COR unless specifically permitted and authorized to do so. Review and sign the Infection Control Construction Permit (ICCP) that will be provided by COR. ICCP must always be posted outside of work area. ILSM: Interim Life Safety Measures: Any series of Operational Actions taken to temporarily reduce Hazards posed by Life Safety deficiencies which have been created by demolition, renovation, or construction works, and which are to remain in place and in effect for duration of Contract work. Provide interim life safety measures (ILSM) where fire protection, fire suppression or smoke/fire partitions will be shutdown or rendered ineffective during construction. Coordinate with VA safety office through VA COR. ILSM must always be posted outside work area. PROVIDE: Whenever used throughout Scope of Work, term Provide is to be understood to mean -Purchase newly manufactured; Furnish delivered to VAMC work site in protective containers; Secure from tampering or theft; and Install in accordance with Contract Scope of Work, Drawings, Specifications, and Manufacturer s Instructions all required items of administrative submittals, labor, demolition, construction, equipment items, and installation works for entirety of Contract. Definition of Terms Remove and Demolish with respect to subject project work: Remove - shall be understood to mean that existing object or system shall be carefully disassembled or dismounted in serviceable condition, without being damaged, shall remain VAMC property, and be either turned-over to VAMC, or stored as directed, all with intention of remounting or reusing item again in future. Demolish - shall be understood to mean that existing object or system shall be carefully broken-up or torn-down, using most conservative demolition methods possible, all to avoid causing excessive dust or noise in hospital environment. Demolished objects or systems shall no longer remain VAMC property and shall be hauled away from VAMC on same day as demolition, and disposed of in accordance with Federal, State, and Local Statutes. VA Professional Industrial Hygienist (VPIH/CIH) The Department of Veterans Affairs Professional Industrial Hygienist must meet the qualifications of a PIH, and may be a Certified Industrial Hygienist (CIH) Contractor shall seal drilled holes with NFPA approved fire-stopping caulking. Caulking work will be approved by VA fire safety officer before project is considered complete. Contractor to seal all penetrations in walls and ceilings affected by demolition/construction work. DETAILED REQUIREMENTS: Note: Contractor will have one week from the date this statement of work is received to review scope and drawings then will attend a question/answer meeting with the COR. Contractor will have no more than two weeks from the question/answer meeting to submit a proposal. All work shall be performed between the hours of 7:00am to 5:00pm on weekdays. Weekend, holiday, or alternate shift work needs to be approved by the COR with 48 hours notice. Provide third party asbestos abatement oversite services as outlined in the asbestos abatement Specifications 02 82 13.19 Section 2.3.2 SCOPE OF SERVICES OF THE VPIH/CIH CONSULTANT, Specification 02 82 13.13 Section 2.3.2 SCOPE OF SERVICES OF THE VPIH/CIH CONSULTANT, and Specification 02 82 11 Section 2.2.2 SCOPE OF SERVICES OF THE VPIH/CIH CONSULTANT. A. The purpose of the work of the VPIH/CIH is to: Assure quality; resolve problems; and prevent the spread of contamination beyond the regulated area. In addition, their work includes performing the final inspection and testing to determine whether the regulated area or building has been adequately decontaminated. All air monitoring is to be done utilizing Phase Contrast Microscopy/Transmission Electron Microscopy (PCM/TEM). The VPIH/CIH will perform the following tasks: 1. Task 1: Establish background levels before abatement begins by collecting background samples. Retain samples for possible TEM analysis. 2. Task 2: Perform continuous air monitoring, inspection, and testing outside the regulated area during actual abatement work to detect any faults in the regulated area isolation and any adverse impact on the surroundings from regulated area activities. 3. Task 3: Perform unannounced visits to spot check overall compliance of work with contract/specifications. These visits may include any inspection, monitoring, and testing inside and outside the regulated area and all aspects of the operation except personnel monitoring. 4. Task 4: Provide support to the VA representative such as evaluation of submittals from the Contractor, resolution of unforeseen developments, etc. 5. Task 5: Perform, in the presence of the VA representative, final inspection and testing of a decontaminated regulated area or building at the conclusion of the abatement and clean-up work to certify compliance with all regulations and the VA requirements/specifications. 6. Task 6: Issue certificate of decontamination for each regulated area or building and project report. B. All data, inspection results and testing results generated by the VPIH/CIH will be available to the Contractor for information and consideration. The Contractor shall cooperate with and support the VPIH/CIH for efficient and smooth performance of their work. C. The monitoring and inspection results of the VPIH/CIH will be used by the VA to issue any Stop Removal orders to the Contractor during abatement work and to accept or reject a regulated area or building as decontaminated. SUBMITTAL REQUIREMENTS: Provide written documentation of oversite activities and final certificate of decontamination. SAFETY PRECAUTIONS Contractor shall comply with all applicable Federal, State and local legal requirements regarding workers health and safety. The requirements include but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulations, such as applicable provisions of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities, and shall ensure safe and healthful working conditions for its employees. Contractor shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government Property. Contractor shall perform the work in a manner consistent with the area security and fire safety regulations especially with regard to exits and exit way access. No flammable liquids shall be stored or used in the medical center. The necessary number and appropriate types of portable fire extinguishers are required per National Fire Protection Agency (NFPA) 10 and NFPA 241. Contractor shall receive from the COR a permit for all cutting, welding, and soldering. All permits shall be prominently displayed during all construction. All necessary precautions shall be taken by Contractor to prevent accidental operation of any existing smoke detectors or sprinkler heads. HAZARDOUS MATERIAL REPORTING: Contractor shall maintain hazardous material inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR s 355, 370, & 372) to be stored and used on this Medical Center. Hazardous materials must be inventoried when received and at the projects completion. The amounts used shall be maintained for the project duration, and for the calendar year (ending 31 December). Hazardous Materials Inventories, Material Safety Data Sheets and material quantities used shall be submitted to the Contracting Officer for approval. In the event of a spill, Contractor shall immediately notify the Contracting Officer s Technical Representative as well as the Contracting Officer. Contractor shall be solely responsible for the expense of any cleanup of such spill, and the cleanup shall be in accordance with the applicable provisions of 40 CFR Part 761. ENVIRONMENTAL PROTECTION: In order to provide for abatement and control of all environmentally hazardous materials arising from demolition and/or construction activities, Contractor shall comply with all applicable environmentally hazardous material control and abatement and all applicable provisions of the Corps of Engineers Manual EM 385-1-1, General Safety Requirements as well as the specific requirements stated elsewhere in the Contract Documents. INTERIM LIFE SAFETY MEASURES: A series of operational actions taken to temporarily reduce the hazard posed by life safety deficiencies created during and until completion of construction. Temporary construction partitions of non-combustible or limited combustible material that will not contribute to the development of spread of fire, smoke tight and have smooth clean surface. END OF SCOPE OF WORK
