Responders are solely responsible for all expenses associated with responding to this RFI. 512-22-4-639-XX05 5 Page 5 of 5 STATEMENT OF WORK SCOPE This requirement is for window washing services for the VA Medical Center facilities located within the VA Maryland Health Care System (VAMHCS) at Perry Point Maryland 21902, Baltimore Maryland 21201, and Loch Raven 21218. There is a required mandatory site visit prior to bidding for ascertaining an understanding of the nomenclature and all aspects of the tasks to be accomplished with the dynamics of the site's geographical uniqueness. This will include but not limited to, counting and maintaining an accurate count of the number of widows required to clean, the style of windows, the required tools needed to gain entrance to screens and windows, special lifts to access essential areas, the use of scaffolds etc... All Cleaning shall be accomplished in accordance with the Department of Veterans Affairs, VA Maryland Health Care System (VAMHCS) standards for window cleaning. The total number of items to be cleaned is: Perry Point Approximately 4800 windows, frames, and screens (interior and exterior) on 35 buildings. Approximately 270 windows, frames, and screens (interior and exterior) in connecting corridors (tunnels). Approximately 250 glass doors, windows, frames (interior/exterior) on 35 buildings and connecting corridors (tunnels). Approximately 14 smoking shelter window and glass doors, frames (interior/exterior) adjacent to 11 buildings. Approximately 10 entrance/exit enclosure windows and glass doors, frames (interior/exterior) on 9 buildings. Approximately 5 bus stop enclosure windows and frames (interior/exterior) adjacent to 5 buildings. Baltimore Approximately 7500 Windows Wash exterior clear glass and spandrel glass of building, OUTSIDE surfaces. Wash exterior clear glass of building, inside surfaces only. Wash interior glass of east atrium (exclusive of windows above greenhouse and greenhouse windows, OUTSIDE surfaces. Wash interior glass of east atrium (exclusive of windows above greenhouse and greenhouse windows), INSIDE surfaces. Wash interior glass of west atrium, OUTSIDE surfaces. Wash interior glass of bridge and surfaces. Wash glass of lobby rotating door and the surface of the roof above. Wash horizontal surfaces beam structure located in the lobby by the pharmacy waiting room. Wash clear acrylic plexiglass surrounding the lobby information booth and security area Loch Raven Approximately 1600 windows and frames (interior and exterior) on 7 buildings. Wash exterior clear glass and spandrel glass of building, OUTSIDE surfaces. Wash exterior clear glass of building and inside surfaces only. PERIOD OF PERFORMANCE The period of performance for this contract is from August 1, 2022, through September 30, 2022. Cleaning frequency shall be once for each location listed in the statement of work scope. REQUIREMENT SPECIFICATIONS Washing exterior, interior, and internal glass, of all VA medical center building windows, entrance/exit enclosures, smoking shelters, bus stop enclosures, and cleaning of screens, frames and ledges identified in these specifications, to be completed prior to September 30, 2022. Contractor will provide a written work schedule of dates, times, and locations for window washing to the Site Assistant Chief, Environmental Management Service. Window washing shall include entrance/exit enclosures, smoking shelters, bus stops, window frames, removal, cleaning and proper replacement of all screens and storm windows (located only on Building 501 (Mansion House) attached in the area to be washed. Numerous screens are attached by (6-8) screws and will require careful removal to avoid damage to the building. Many of the screens are old and may require special removal to avoid damage. It will be the responsibility of the contractor to identify screens removed so that all are replaced back on the correct windows without damage to the window frame and/or building. Special Note: Chapel, building 314, (a single floor building) includes two (2) stain glass windows, approximately 13 feet high and 3 feet wide. These two windows are part of the total 80 windows. There are six 7 feet high stain glass windows that are covered with Plexiglas that is mounted by screws that require removal. Plexiglas is to be cleaned on both sides and then remounted with their appropriate screws. Many of the windows and exterior wood structures at the Medical Center have previously been painted with lead-based paint. The paint is a lead-containing substance. Precautions must be taken when performing window washing so as not to disturb the paint. High-pressure washing is not to be utilized for window washing. Since the area will be saturated with water, it is expected that lead-containing dust will be a problem. Paint on the exterior of many of the older buildings has tested positive for asbestos. The asbestos contains from 1-3% and is located as a layer in the paint on the buildings that have been stuccoes. Work is to be performed so as not to disturb the paint on the exterior of the buildings. If more than a few paint chips are disturbed during widow washing activities, then work will be stopped, and the Industrial Hygienist contacted. Since the work area will be saturated with water, it is not anticipated that a release of asbestos fibers will occur. Windows in buildings, 24H, 22H, 19H, 14H and 13H, are to have accessible internal glass panes opened (Some of the windows in these building have been sealed permanently, therefore internal access will not be permitted) to access and remove debris, clean internal glass, and wash mini blinds. Contractor will provide appropriate tools and/or equipment to access and accomplish this requirement, Windows in buildings 23H, 80H, 361, 364 and 366, shall have all decorative grates removed to access and clean entire glass surface. All grates are to be removed, washed, and replaced without damage. There are 14 smoking shelters adjacent to buildings, 1H, 6H, 9H, 11H, 13H, 22H, 23H, 2411, 101, 361, and 364. All interior and exterior glass, door glass, window and door frames are to be cleaned and debris free. There are 6 twenty-five-foot skylights and 1 cupola located in Building 364. These windows are to be cleaned inside and out. Special care must be taken to minimize pressure to avoid cracks or damage to glass and frames. There are 5 glass and metal framed bus stops enclosures with glass domed roofs. All Interior/exterior glass, windows, domed glass roofs, all metal frames, are to be cleaned and free of debris. It will be the responsibility of the contractor to contact the Medical Center Environmental Management Service to provide information on how to remove and replace screens properly. Contractor shall be responsible to check buildings involved in the contract and be prepared with appropriate equipment and supplies to wash windows at heights up to 80 feet or more, without access to the outside from the inside of the building. Windows are equipped with window stops (that are NOT to be removed) that restrict range of raising and lowering of windows for safety of patients. Several windows are equipped with locks for patient safety. Contractor will be responsible for obtaining a key to unlock windows to clean inside sill and locking window immediately after cleaning. All window keys will be returned to appropriate Medical Center staff. At no time should a window be left open or non-supervised during cleaning. At no time should a window be left unlocked, or window key not returned to proper Medical Center staff. In most of cases, windows are divided by metal frames into sizes of 6" x8" for safety reasons. There are 35 buildings, some with connecting corridors, to be covered with a total of 4800 windows (360 of these are in corridor areas, 219 entrance/exit doors, 14 smoking shelters, 5 bus stops, 10 entrance/exit enclosures). Contractor will complete a daily log on work completed on all buildings and tunnel areas. Reports will have building number, number of windows cleaned, date/time of cleaning, and signature of contractor's supervisor on duty. These reports will be submitted to Environmental Management Service daily. Safety belts will be used by the contractor while washing windows. All OSHA standards should be observed while contract is in progress. When performing window washing on building 23-H, a Hi-Lift will be required due to hooks not being available for the usage of safety belts. Safety belts will still be required when using the Hi-Lift. Quality of service will be subject to inspection and standards of Environmental Management Service Inspections which will be done upon completion of each workday by Environmental Management Service designee. An area is not complete until a thorough inspection has been done by the designee. Quality standards are as follows: All glass surfaces will be clean and clear; no film smears, streaks, or smudges to include residue left behind by squeegee. All frames, ledges and screens will be clean and free of dirt, dust, leaves, and spider webs, bird droppings, etc. Upon completion of each window, it is the contractor's responsibility to secure all screens and windows. If for any reason contractor cannot secure or remove and screen/window, Environmental Management Service designee should be notified immediately. Any equipment and/or supplies used by the contractor should, at no time, pose a hazard or safety violation to themselves and/or others. It is the responsibility of the contractor to remove all equipment or supplies and to clean all work area daily. Any problems and/or potential hazards should be reported immediately to Environmental Management Service designee. At no time should the contractor begin work in an area without prior approval of Environmental Management service designee. Upon completion of contract (all windows), inspection sheets should be completed, all keys returned, and Environmental Management Service notified of completion. CONTRACTOR SECURITY REQUIREMENTS If length of contract is: 1) Under 10 Days Optional Form 306, Declaration for Federal Employment 2) Over 10 Days Up To 6 Months Require the following forms completed: Contractor Suitability/Security Request Worksheet ID Card Request Form Fingerprint Record Prep Sheet Memo Electronic Fingerprinting Optional Form 306, Declaration for Federal Employment 7. Optional Form 612, Optional Application for Federal Employment Work cannot begin until fingerprint SAC has been favorably adjudicated. CONTRACTOR RESPONSIBITIES Due to limited dock/ parking space the Government cannot guarantee parking of Contractor s vehicles. The Contractor shall be responsible for parking of its vehicles during all phases of the service. The Government shall not incur any charges associated with parking and or traffic violations. TECHNICAL REPRESENTATIVE A Technical Representative will act as the Contracting Officer's liaison between VAMHCS facilities and the contractor's dedicated representatives. This individual will monitor contract performance to ensure receipt of contracted value, certify/validate contractor performance, and coordinate with Contracting Officer on contract performance & invoicing requirements.
