The purpose of this Brand name requirement is to upgrade the existing Urology and ENT scopes and video technology. The current Karl Storz urology and ENG scopes and video technology are old technology using fiber vs. newer technology which uses digital. Digital technology is the current standard of care and provides the clinical staff with greater ability to detect and diagnosis the patients condition due to a higher quality image. While this upgrade is for the scopes and video technology, the existing camera equipment which is already in use in the Operating Rooms will NOT have to be upgraded. The urology and ENT scopes are used for numerous applications in both the patient care clinics and in the operating room. This will be a firm-fixed-price contract Far 13 Open Market RFQ SDVOSB sole source for destination delivery. Description of Supplies/Services Required to Meet the Agency s Needs: This request is to purchase upgraded ENT and Urology scopes and video technology. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Karl Storz scopes and video technology being requested are connected to and exchange information between the Karl Storz camera equipment (e.g. video processors, light sources, printers, monitors and cables to be monitors and printer) located in various areas of the medical center clinics and the operating rooms. Karl Storz software applications are essential for ensure patient safety and clinical efficiency when using this equipment. To replace all of the camera equipment required to interface with the Karl Storz scopes and video technology for ENT and Urology would cost the government approximate $750,000. Additionally, working with multiple vendors scope equipment would create unnecessary confusion, additional costs to the government and would significantly degrade and delay patient care to implement the different vendors brand name scope requirement. Karl Storz scopes is the scope that meets the government requirement. 4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000. Check the specific VAAR clause used below: A. No other vendors scopes and video technology interface with the current Karl Storz camera equipment. L1 ENTERPRISES LLC met the eligibility criteria outlined in VAAR 819.7003, they are verified in VIP and the action is below the $5M threshold. 8. Any Other Facts Supporting the Use of Other than Full and Open Competition: The Washington DC VAMC currently owes and operates approximately $750,000 worth of camera equipment (i.e. specific video processors, light sources, printers, monitors and cables to be monitors and printers) from Karl Storz which interface with the scopes being request. All of this equipment would have to be replaced if another vendors scopes were used. No other vendors scopes have the interface abilities with the current Karl Storz equipment. 9. L1 ENTERPRISES LLC is a VA Verified Service Disabled Veteran Owned Small Business; quote price is equal to IGCE. Quoted price is fair and reasonable. 10.
