SUBJECT: The Beckley VA Medical Center is conducting market research in order to provide a turnkey installation of hardware, software, deliverables and services necessary to upgrade the existing analog TV cable system to an updated Digital TV Cable System. STATEMENT OF WORK Beckley VA Medical Center (VAMC) Digital TV Cable Conversion Upgrade The Contractor shall deliver a turnkey installation including the hardware, software, deliverables and services necessary to upgrade the existing analog TV cable system to an updated Digital TV Cable System. *Suddenlink Internet connections reside in the basement room BB-129 as well as Credit Union communication closet. These connections need to stay operational. System General Requirements Digital TV cable system shall originate in the basement of building 1 at the existing analog tele-cable service and encompass existing TV connections throughout the facility. New cable installation from existing TV s can be installed in existing outlets/conduit at TV location. Building 7 Basement Boiler Plant 2 Building 7 Floor 1 Building 7 Breakroom Installation Requirements: Contractor shall perform the following services: 1. Deliver the hardware, software, deliverables and services necessary to install the Digital Cable TV System. 2. Install new control equipment and all cabling required for system operation of existing TV s. 3. Connect existing TV s to new terminated cables which reside on the new Digital Cable TV System. 4. Install contractor supplied amplifier in Adult Day Care Center building 35. Including any cable requirements. 5. Air gap isolate any cabling feeds or equipment installed in IT communication closets. Beckley VA Medical Center Acceptance Requirements: 1. Contractor shall provide a schematic of the new trunk cabling layout as well as amplifier and TV connections. 2. Contractor shall label all equipment installed in the headend control rack. Labeling shall correspond to the schematic of the trunk cabling and amplifier system. 3. Contractor shall provide a listing of all air gapped isolated cable/equipment with room number if applicable. 4. Contractor along with the Beckley VA Medical Center COR and or VA technical representative shall perform testing of the New Digital Telecable System and make any adjustments necessary for optimum operation. 5. Contractor shall provide technical training to two Beckley VA Medical Center technicians concerning system operation and equipment functionality. Contractor Requirements: 1. All services for this contract must meet manufacturer's performance and technical specifications, Federal Regulations, and other specifications that may apply such as National Electric Code (NEC), Life Safety Code (LSC), Joint Commission (JC), and VA Regulations. 2. All onsite contractor employees shall report to the Police Office for registration upon arrival to the site for every site visit to receive a contractor badge. 3. All onsite contractor employees shall report to the Police Office to sign out upon departure from every site visit. 4. Lead onsite contractor representative shall contact COR for every site visit after completing registration with the Police Office. 5. Lead onsite contractor representative shall contact the COR for scheduling any work other than normal business hours. Normal business hours are 08:00 A.M. to 04:30 P.M. Monday through Friday. Excluding holidays. The 11 holidays observed by the Federal Government are: New Year s Day Martin Luther King s Day President s Day Memorial Day Juneteenth Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Christmas Any other day specifically declared by the President of the United States to be a federal holiday.
