An urgent and compelling need exists, and following the procedures would result in unacceptable delays (FAR 6.302-2 (b)); The medical air system that serves the main facility is compromised with moisture and has to be cleaned and purged of all contaminates. This anomaly is causing a hardship to patient care and the OR with the scheduling procedures. Specific temperature and humidity windows cannot be maintained with the elevated operational capacity. Joint Commission, VA Directives, NFPA99 Standards mandate specific temperature and humidity conditions in piping systems which the existing equipment exceeds the windows allowed. Therefore, a purging process and a repair are necessary to bring the system in to an operational status. This contractor has provided services to VISN 5 Health Care Facilities in prior years and is able to support this urgent request in a timely manner. The contracting officer has validated that the contractor is listed in System for Award Management database and qualifies as Approved Vendor in accordance with the applicable North American Industry Classification System (NAICS) code assigned to this procurement.
