Solicitation No. 36C24522B0008: The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, materials, tools, equipment, and supervision for the replacement of the High-Pressure Steam and Pumped Condensate Piping from Building 320 to Building 500, at the interface of the east Loading Dock, and replacement of the Medium Pressure Steam and Condensate Piping from Pump Room #3 to Building 314. New piping will be direct buried, except where piping is routed through the existing underground road tunnel between Bldgs. 310 and 314, and the aboveground piping at the Hospital Loading Dock. This project is located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-16-302. Competition for this procurement is restricted to Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only SDVOSB/VOSB Firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov. SDVOSB/VOSB Firms that submit bids on SDVOSB/VOSB set asides that are not verified will be deemed nonresponsive. Estimated construction cost range is $2,000,000.00-$5,000,000.00. The firm must be a general construction firm approved under NAICS: 236220, size standard: $39.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, and https://www.sam.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements shall be submitted with the bid or they will be deemed nonresponsive. Bids will be accepted from only responsible and responsive contractors. There will be a pre-bid site visit for this project which will be held at the VA Medical Center, V5 Contract Satellite Office, 510 Butler Avenue, Building 308B, Martinsburg, WV. All interested parties are encouraged to attend the site visit. The date of the site visit will be confirmed in the solicitation. Interested parties must obtain a visitor s pass from the Police Security Office in Building 500 before reporting to the conference room in Bldg. 308B. All questions generated from the site visit shall be submitted in writing to the Contracting Officer to kathryn.kaiser@va.gov. Prospective contractors may acquire solicitation documents, which are only available in .pdf electronic format by registering and downloading plans and specifications from the Contract Opportunities website https://beta.sam.gov/search?index=opp. Solicitation documents will be available on or about August 15, 2022. The bid opening date is projected for September 21, 2022. Firm site visit and bid opening dates will be provided on the solicitation once issued. There will be a public bid opening. Bidders are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
