The Department of Veterans Affairs (VA) is issuing a Pre-Solicitation Notice for the replacement of an Liebert Air Handler Unit (AHU) that services the CT scanner at Louis A Johnson VAMC located in Clarksburg, WV. This procurement is a total 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The Offeror must be a General Construction company with an approved and applicable North American Industry Classification System (NAICS) code of 236220 (Commercial and Institutional Building Construction) with a Size Standard of $39.5 million. Magnitude of Construction: Between $100,000 and $250,000 Delivery Schedule/Period of Performance: within one hundred and twenty (120) calendar days of receipt of the Notice to Proceed (NTP). RFQ will be issued in accordance with FAR part 13. Offers/ Quotes will be evaluated utilizing comparative evaluations under FAR 13.103-2(b)(3). In accordance with FAR 52.204-7 and VAARS 804.1102, to be eligible for award, prospective contractors must be registered in both System for Award Management (SAM) at https://beta.sam.gov/ and in the Vendor Information Pages (VIP) database, available at https://www.vip.vetbiz.va.gov/. Registration is free; however, processing time should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this notice. Thus, the offeror must be registered in the SAM database at https://beta.sam.gov/ at the time of proposal submission, prior to award, and must maintain active SAM and VIP registration throughout the period of performance to final payment. Prospective Offerors must obtain copies of solicitation documents from Contract Opportunities, which may be available on or about November 9th. A site visit will be held November 12th 10:00am EST. Participants will meet at Bldg 7 conference room at Louis A Johnson VAMC. All firms shall only send one person to the site visit. All participants shall report the front of the hospital and submit to screening. All participants will wear a mask. All questions generated from the site visit shall be submitted in writing to the Contracting Officer (Alison.klein@va.gov).
