SUBJECT: PRESOLICITATION NOTICE Waterproof Tunnel to Bldg. 364 FOR THE PERRY POINT VETERANS AFFAIRS MEDICAL CENTER (VAMC) This Presolicitation Notice is issued solely for informational and planning purposes. It does not constitute a Request for Proposal (RFP) nor is it a promise to issue an RFP in the future. Not responding to this Presolicitation Notice does not preclude participation in any future RFP; no response to this Presolicitation Notice is required. Any responses received to this Presolicitation Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor Contract Opportunities for additional information pertaining to this Presolicitation Notice. Date: 06/11/2020 Solicitation Number: 36C24520R0107 Description: The Department of Veterans Affairs (VA), Facilities and Engineering Service is issuing a Pre-Solicitation Notice for a contractor to supply all labor, supervision, equipment, tools, materials, factory specialists and the disposal of materials as required to repair/modify the pedestrian tunnel that connects Bldg. 19H to Bldg. 364. In addition, construct additional external drainage. Work scope includes, but is not limited to, excavation, concrete repairs, replacement of expansion joint seals, new additional underground piping, new sump pumps etc. as shown in the design drawings. The completed project will stop and/or reroute the leaking of ground water into the tunnel area and eliminate the hazards associated with. Magnitude of Construction: Between $250,000 and $500,000. Delivery Schedule/Period of Performance: One hundred and fifty (150) calendar days of receipt of the Notice to Proceed (NTP). In accordance with FAR 52.204-7 and VAARS 804.1102, to be eligible for award, prospective contractors must be registered in both System for Award Management (SAM) at https://beta.sam.gov/ and in the VIP database, available at https://www.vip.vetbiz.va.gov/. Registration is free; however, processing time should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this notice. Thus, the offeror must be registered in the SAM database at https://beta.sam.gov/ at the time of proposal submission, prior to award, and must maintain active SAM registration throughout the period of performance to final payment. Prospective Offerors must obtain copies of solicitation documents from Contract Opportunities, which may be available on or about June 25, 2020. By registering in Contract Opportunities, the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in Central Contractor Registration (CCR) and have a Data Universal Numbering System (DUNS) number to download documents. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.
