Small Business Sources Sought The Baltimore VA Medical Center is looking for a service contract to test the electrical power distribution system at that facility. The project will be implemented using the North American Industry Classification System (NAICS) Code 811310 - Electrical generating and transmission equipment repair and maintenance services. The Baltimore VA Medical Center is conducting this Sources Sought to identify small business contractors who possess the capabilities to provide the equipment and services as specified in the statement of work found below and to determine availability and capability to complete the procurement. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued following completion of RFI, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. Scope of Work: This Statement of Work (SOW) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System at these two facilities: Baltimore VA Medical Center is located at 10 North Greene Street, Baltimore, MD 21201. It serves as an acute medical, surgical care and research facility. Loch Raven VA Medical Center is located at 3900 Loch Raven Boulevard, Baltimore, MD 21218. It provides hospice and nursing home care to Veterans requiring non-acute inpatient care. Both facilities Electrical Service is provided by Baltimore Gas and Electric. The work will be performed after normal business hours. 6:30pm to 4:30am Mon-Thur, 10hrs days. And weekends from 7am-3:30pm at the approval of the COR. Work can be performed during normal daytime business hours (7:00am to 3:30pm) when indicated by Contracting Officer Representative (COR). An Equipment List is provided for each site which includes the breakers and transformers. (See Attachments) The VA will provide (2) electricians to operate VA owned emergency generators, provide switching for VA breakers and VA transformers. A lead VA representative from the engineering service will be assigned to oversee breaker testing operations and shutdown coordination with VAMC staff. The contractor shall develop and provide to the VA a detailed day-to-day schedule of the testing at the facility for review/approval before work starts. The VA requires 10-business-days to notify staff of shutdowns. The detailed day-to-day schedule needs to include: Date Time (night, day, weekend) Breaker location Breaker type and size Need to Run VA Emergency Generator(s) At Baltimore the contractor will have access to 480V 200amp service and a work area to test the breakers. The location at Baltimore will be on the 8th floor and the Loch Raven site, the contractor will need to provide their own power source to test the breakers and outdoor work lighting. A Breaker Lift will need to be provided for both Baltimore and Loch Raven. The contractor will notify the COR, in writing, any equipment requiring immediate attention, such as circuit breakers, transformers, and relays that were tested. If a breaker should fail while being tested, the contractor will work with local suppliers to find a replacement breaker in a timely manner. The cost associated with replacing any of the existing breakers that my fail during testing will be VA s responsibility. The contractor will submit a copy of their lockout tag policy and procedure to the VA COR representative for approval. At a minimum the Lock Out Tag Out needs to follow OSHA standards. Dated calibration labels shall be visible on all test equipment. Tested / Inspected labels shall be placed on all items that have been tested with the Test Date clearly marked. Switchgear Maintenance- Baltimore VA Medical Center only: Testing and Maintenance of the 15KV Switchgear located in the basement. (Diagram Attachment-B). This will require an outage on all three BGE feeders 13708, 13709 and 7835. Would like to keep the outage to under 8-hours. A full outage is required to service all (4) vacuum breakers, the switchboard itself including air knife switches. This work will need to be performed on a Sunday between 6am and 5pm. 2. QUALIFICATIONS OF TESTING CONTRACTOR The testing contractor shall be regularly engaged and familiar in the testing of electrical equipment devices, installations, and electrical distribution systems. The contractor will ensure that a lead technical person shall be on-site throughout testing process. The lead on-site technical person shall be certified by either: International Electrical Testing Association (NETA) National Institute of Certification in Engineering Technologies (NICET) in electrical power distribution system testing or approved equal and have a minimum of (5) continuous years of experience in electrical power distribution testing. The testing firm shall utilize technicians who are regularly employed by the firm for testing services. Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution System and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Contractors shall have safety trainings either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor s Employer shall certify that he/she has met this requirement in writing and submit it to the VA Contracting Officer prior to work. Contractors shall have ready access to the latest versions of the following references: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. NFPA 110, Standard for Emergency and Standby Power System. OSHA Standard 29 CFR 1910, Subparts I & S. International Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating / Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. G. Contractors shall be equipped with all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. 3. TESTING AND EQUIPMENT LISTING 1. Infra-Red Scanning This work item must be done while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system. Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers specifications. Infrared shall be performed on all medium voltage 13.2KV, 4KV, and 480V switchboards, substations and downstream panels boards associated with the riser being serviced. The contractor is responsible for removing and replacing the panel covers and Dead Fronts. 2. Circuit Breakers Baltimore MC and Loch Raven MC. Perform cleaning and testing of all circuit breakers rated equal to and greater than 250amp (approximately 200 breakers). Each breaker will be shut off, disconnected from the panel, tested and thoroughly cleaned. The breaker will then be reconnected and tested. All tests shall be performed in accordance with NERA Maintenance Testing Specifications for Electric Power Distribution Equipment and Systems. A listing of these of these breakers with locations and set of drawings are attached (Attachments A and B-Baltimore, and Attachment D-Loch Raven). Together these documents make up the list of the equipment to be tested at Baltimore. A. Transformers: 1. All Oil Filled Transformers a. Tighten all connections. b. Check bushings and mounting hardware. c. Check gauges (where applicable). d. Check tap changer. e. Perform turn to turn ratio test. f. Perform insulation resistance test on primary and secondary windings (where possible). g. Perform polarization index test on units 500 KVA and larger. h. Perform capacitance and dissipation factor analysis (Double). i. Check fan operation (where applicable). j. Draw a mineral oil sample using ASTM D923-70 method and perform the following analysis: i. Dielectric strength value (ASTM D-877) ii. Color (ASTM D-1524) iii. Acidity content (ASTM D-974) iv. Interfacial tension (ASTM D-971) v. Specific gravity (ASTM D-1298) vi. Visual condition (ASTM D-1524) vii. Karl Fisher moisture content (ASTM D-1533) vii. Dissolved gas in oil (ASTM D-3612) ix. Power factor (ASTM D-924) x. Oil Sample Analysis B. All Dry Type Transformers over 75KVa in the Baltimore Medical Center and Loch Raven will be visually inspected for any physical or mechanical damage. 1. Remove panels. 2. Clean and inspect windings 3. Tighten all connections and mounts. 4. Perform turn to turn ratio test. 5. Perform insulation resistance test on primary and secondary windings (where possible). 6. Perform polarization index test on units 500 KVA and larger. 7. Check fan operation (where applicable). 8. Clean housing. C. Relays Baltimore VA Medical Center. There are (50) relays located in basement main electric switch room. Service, calibrate, inspect for physical damage, check condition of spiral spring, disc clearance and contacts, check mechanically for freedom of movement, proper travel and alignment and tightness of mounting hardware and tap screws. Perform the following tests: pick up parameters on operating element, timing test, and pick up and seal in units. Any special tests as directed by the manufacturer s instruction booklet on the restraint, directional or other features of the relay. 4. TEST REPORT A. The contractor shall furnish (2) copies and (1) CD-ROM of the electronic version per facility of the completed test report within 30-days after the completion of the testing. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods. Information shown in the report shall be as following: Company s name, address, telephone & FAX numbers. Name of contractors who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer. Date and Time of work. Copies of contractors valid licenses, professional and training certificates. Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. Descriptions of work items. Test data. Reference materials such as equipment manufacturer s specifications, coordination study, etc. Remarks on conditions of electrical equipment. List all deficiencies, if any. Recommended corrective actions, if any. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer, and the COR for immediate attention.
