This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6 and is being conducted under FAR Subpart 13; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 36C24520Q0082 and is issued as a Request For Quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2019-01, fiscal year 2019. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iv) This requirement will use the cascading set-aside strategy, compliant with 38 U.S.C. 8127 (AKA Kingdomware). The evaluation of offers received in response to this solicitation will use a tiered or cascading order of precedence. "Tiered evaluation of offers." also known as "cascading evaluation of offers," is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. Offers from both small and other than small business concerns will be evaluated in the following tier order: Service-Disabled Veteran-owned Small Business (SDVOSB), Veteran-owned Small Business (VOSB), all other small business concerns, other than small business. The North American Industry Classification System (NAICS) code is 334516, and the size standard is 1,000. (v) This requirement consists of one (1) line items: ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT 0001 In Vivo Imaging System 1 EA (vi) To be acceptable, the proposal shall provide/meet all requirements listed below in the Statement of Work. Price must be reasonable and within the Independent Government Cost Estimate (IGCE). Statement of Work In Vivo Imaging System Background The VA Maryland Health Care System (VAMHCS) requires the purchase of an In Vivo Imaging System for its research and development (R&D) service core laboratory. The R&D Service does not currently have an imaging system capable of imaging small live animals. Therefore, this instrument will bring new capabilities to the more than 40 VA investigators who perform animal research on campus for the benefit of our nation s Veterans. The research laboratory and animal facility area house a number of investigators who will utilize the instrument at least 40 hours a week. We specifically propose purchase of the Perkin-Elmer IVIS SpectrumCT in vivo imaging system because of its versatility. It can detect fluorescent and bioluminescent signals deep within the animal s body and perform complete 2D and 3D tomography of live animals. The IVIS SpectrumCT is the first all in one instrument to integrate true tomographic co-registration of both optical signals with a micro CT (computational Tomography) scan without the need for repositioning of the animal. This feature enables researches to simultaneously visualize complex molecular probes and optical images together with radiographic CT images, which allows the research to perform long-term, multi-day or multi-week experiments on the same animal, providing researchers with new and important insights into complex biological systems in small animal models. These additional functionalities will allow users to streamline operations, and allow VA investigators to easily do their analyses in a high-throughput manner. Scope The requested In Vivo Imaging System must be compatible with existing wiring and fit into the existing bench space for the In Vivo Imaging System. The requested Perkin-Elmer IVIS SpectrumCT in vivo imaging system, manufactured by PerkinElmer Health Sciences Inc., (Shelton, CT, USA) fits the following minimum specifications that were identified: Dimensions for the base unit of 203 cm X 163 cm X 214 cm (W X D X H) Power source: 20 AMPS for 120 VAC System must operate in two modes optical imaging and CT System must accommodate 5 mice or 2 rats on the same platform for bioluminescence, Cerenkov light, chemiluminescence and epi-fluorescence imaging; or 1 mouse/rat transillumination fluorescence imaging. Must have a platform that moves from the optical imaging chamber via an automated elevator system to the lower micro CT component of the SpectrumCT; which consists of a constant motion, horizontal gantry and a flat panel micro CT detector to provide fast, low-dose micro CT imaging Must have a revolving animal platform table rotates 360° to acquire full 3D data Optical and microCT modalities must operate independently System must include a Rodent Anesthesia Unit which connects directly to the base unit through the built-in gas anesthesia inlet and outlet ports. System must include operational software and analysis software Stage temperature: 20ºC-40ºC CMOS X-ray detector: Detector Size: 3072 x 864 pixels, Detector ADC Bit Depth 14 bits, Detector operating temp. range: 10-40 °C micro CT Field of view: 30 x 30 x 30 to 120 x 120 x 30 (L x W x H, mm) Voxel size: 42 um-300 microns Standard scan time: 8 seconds to ~2.5 minutes Standard reconstruction time: minimum of 45s Standard Scan Dose: minimum of ~10 mGy Limiting Resolution (3% MTF): 150um Safety Requirements: Less than 1 uSeviert/hour max exposure at 5 cm from anywhere outside cabinet, FDA and TUV approved Must perform automated co-registration along with tertiary registration Must come with advanced visualization and 3D analysis tools for longitudinal micro CT applications Must come with data processing and transfer enabled for both PC and Mac Must be furnished with High Performance acquisition computer and 24-inch, high-resolution flat screen monitor Computer (min specs) 2.8 GHz, 1 GB Ram, RW CD, 80 GB HD Specific Tasks The vendor will provide delivery of the multi-mode microplate detection platform, installation and training within 60 days of contract award. Green Street BB Animal Facility Baltimore, MD 21201 The contractor will provide the complete IVIS SpectrumCT In Vivo Imaging System or System of equal value and characteristics with: IVIS SpectrumCT Imaging System, 120V; With 2D and 3D advanced optical Features with integrated low dose microCT Rodent Anesthesia System, RAS-4 High Performance acquisition computer 24-inch, high-resolution flat screen monitor Acquisition and Analysis Software The COR should inspect and discuss with vendor to confirm that contracting tasks have been progressed and performed in accordance with SOW and in timely manner. He/She should report to evaluate the work in relation to contractual requirements. Deliverables: The delivery of the IVIS SpectrumCT in Vivo Imaging System / In Vivo Imaging System The contractor will include delivery, equipment installation and 2 Day advanced Imaging Field training, and a one-year warranty in the contract price. Deliverables: The equipment installation and training status report generated by the installation technician upon completion of installation and training. Performance Monitoring Principle Investigator will ensure validity of work in cooperation with sales engineer if the need arises. Technical support is available for the equipment by phone and email for the project. On-site consulting M-F 7:30 AM-5 PM EST with advanced notice is also available at extra charge. Security Requirements No special security requirements are necessary Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No special security requirements are necessary Other Pertinent Information or Special Considerations. a. Packaging, Packing and Shipping Instructions. The P.I. and vendor will discuss any special requirements for sample shipping and set up. Items will be packaged and itemized on all invoices. b. Inspection and Acceptance Criteria. Acceptance based on quality of performance at set-up. Risk Control There are no risk factors of concern. Period of Performance. Upon award of contract, until instrument is delivered and installed. Delivery Schedule. Delivery of requested equipment: 2-6 weeks Equipment installation and training status report: 6-8 Weeks The contract is subject to the availability of funds.
