This is a request for information/sources sought notice in order to identify sources that have the resources and capabilities to provide expertise and support for the national marketing, delivery, and evaluation of the Women s Health Transition Training program to Army, Navy, Air Force and Marine Corps military installations. Description of Work The Contractor will deliver and beta test the implementation of VA women s health transition training as part of a phased national roll-out of this program. This training will include a 4-hour didactic module that has been previously developed and piloted at various Air Force Bases around the country and recently approved by the VA/DoD Joint Executive Council as a permanent VA program. The second part of the workshop may include if possible, a field trip to a VA Medical Center (VAMC) or other VHA facility, consultation with the women veteran program manager (WVPM) or other VA personnel, as well as other activities, such as a My HealtheVet demonstration. An additional major task and deliverable is to develop a national and international roll-out plan that ensures all servicewomen transitioning from the military have access to this training either in-person, or via virtual classroom. Also, a major task and deliverable is the development of a detailed and substantial national marketing and communications plan to ensure maximum awareness and participation of the target audience. The period of performance will be 1 year timeline includes a 3-month planning, instructor training, and startup period, followed by 9-month period delivering a maximum of 100 in-person training sessions to servicewomen across all military services who are planning to separate from the military within one year. Eighteen virtual sessions will provide access to the training for the remaining servicewomen. The in-person training sessions will be conducted at various military installations across the United States and could also include some in Germany, Japan, and South Korea. Technical Requirements The contractor is expected to provide a high degree of familiarity with the women s health training content; including expertise, experience and first-hand knowledge of women s health care in the VA. This requirement includes identifying women veterans who actively utilize women s healthcare in VA, who are also relatable to servicewomen in terms of experiences and culture, and who are experienced at presenting complicated information to an audience with varying backgrounds as instructors of this course. The contractor is also expected to have significant managerial experience with roll-outs of national and international programs, as well as have nationwide access to personnel with expertise as described above. In addition, the contractor is expected to have significant experience with developing national marketing and advertising campaigns; and also have the ability to leverage significant internal resources to successfully implement a nationwide communications plan. In addition, the contractor must demonstrate significant experience and expertise in performing complicated program evaluation and analysis. The training team will consist of a lead trainer and a training assistant. The training session lead trainer, who must be a women Veteran who uses VA health care, will do the majority of the in-person classroom facilitation. In addition to the lead trainer, the training assistant must be available to help co-facilitate the course, answer participant questions, assist with logistics and taking notes, and document feedback. It is not required that the training assistant is a Veteran, but the training assistant must be a woman.
