SUBJECT: The Department of Veterans Affairs is conducting market research in order to provide hazardous waste removal services for the Washington DC VA Medical Center. ATTACHMENT 1 SCOPE OF WORK (SOW) Hazardous Waste Service For Washington, D.C. VA Medical Center 50 Irving St. NW, Washington, D.C. 20422 I. INTRODUCTION This scope of work is for a hazardous waste services contract at the Washington, D.C. VA Medical Center (DCVAMC). The contractor shall conduct hazardous waste operations in accordance with the following requirements/regulations: EPA 40 CFR Subchapter I, Solid Wastes, Parts 260-265, 268, 273, and 279 OSHA 29 CFR 1910.120, Subpart H, Hazardous waste operations and emergency response DOT 49 CFR, Subchapter C Hazardous Materials Regulations, Parts 171-178 District of Columbia Department of the Environment (DDOE), DCMR Title 20, Chapter 42 Standards for the Management of Hazardous Waste and Used Oil District Of Columbia Department of the Environment (DDOE), DCMR Title 20, Chapter 43 Hazardous Waste Management Regulations Administration and Enforcement All other applicable state and local regulations. II. GENERAL DESCRIPTION OF WORK The government is seeking assistance with its management of hazardous waste streams, and its shipment off site in accordance to federal and local regulations. The contractor must be at a minimum knowledgeable of EPA, DDOE, OSHA, and U.S. Department of Transportation (DOT) regulations, as they pertain to labeling, hazardous material and hazardous waste storage, and shipping via hazardous waste manifests. The government is also seeking a contractor that is authorized to carry out emergency hazardous waste operations (HAZWOPER). III. SPECIFIC REQUIREMENTS The contractor shall be licensed and authorized by the District of Columbia, Maryland, and Virginia DOT to transport hazardous waste (to include pharmaceutical hazardous waste and universal waste) to a transfer, storage, or disposal facility (TSDF) in this region. The contractor shall also be licensed to transport non-hazardous waste, non-hazardous pharmaceutical waste, and special medical waste. The contractor must be competent to manage the hazardous waste streams, labpack them, store them properly in the facility s 90-day hazardous waste storage shed, and prepare each container for shipment. Weekly walkthroughs must be conducted throughout all the areas of the hospital (to include the adjoining Research buildings) that have been identified as having operations or processes that generate RCRA hazardous and non-hazardous waste and dispose of it in hazardous waste containers. Inspect all RCRA hazardous waste and non-hazardous waste containers for the following: (1) ensure that the contents of a container have not been in it and still onsite for more than 90 days from the accumulation start date written on the hazardous waste label, (2) full containers, and (3) the container is in good condition and not leaking. Hazardous waste collected from the hospital areas will be taken to the hazardous waste storage shed (across from the employee parking lot; next to the Research building), which is the facility s Central Accumulation Area (CAA). Hazardous waste will be stored there in proper containers in accordance with 40 CFR, and the CAA and all waste containers must be inspected on a weekly basis. A written hazardous waste inspection documenting and tracking the weekly inspections must be kept in the CAA. The contractor must be able to generate waste profiles in accordance with the individual waste determinations that have been prepared for each hazardous waste stream. It is also the responsibility of the contractor to update each of the waste profiles on an annually basis, and ensure that the government has a clear, readable copy of each. The contractor will provide hazardous waste, non-hazardous waste, universal waste, and special medical waste manifests in accordance with EPA and DOT regulations upon scheduled days that waste will be transported. Other documentation (to include Land Disposal Restrictions) that is required in concert with the above-mentioned manifests per EPA and DOT regulations will also be the responsibility of the contractor to provide. The contractor may be tasked to conduct additional duties within the framework of the contract to include tracking of hazardous waste containers throughout the facility and fill out the hazardous waste storage log on a weekly basis. The contractor should have competent staff that can provide the government RCRA hazardous waste, DOT hazardous material general awareness, and universal waste training. IV. SUBMITTALS The contractor shall provide evidence that their employees that will be working at the facility have current record or certificates of training for the following: Annual RCRA hazardous waste training DOT hazardous material general awareness ( within the last three years) Hazard communication (HAZCOM) training to include the new GHS format for safety data sheets The contractor will provide the number of personnel that will regularly be expected to conduct hazardous waste operations onsite on a weekly basis. The assigned employees of the contractor that will transport any hazardous or non-hazardous waste must have licenses (e.g., HAZMAT Class license) to do so, and copies of these licenses must be provided if necessary to the facility upon request. Proper picture identification of the contractor s employees that will be entering the facility and conducting work for the government shall provide a proper photo ID as required by the facility s security force (see next section). V. PROJECT MILESTONES/SCHEDULE The contractor shall coordinate a schedule of tasks to be performed and their deadlines with the COR or designee. Special Instructions: Security: The contractor shall direct its designated employee(s) to submit his/her fingerprints for a background investigation in accordance with attached Contractor/Employee Fingerprint Request form and instructions. Fingerprints can be taken electronically at the nearest VA facility. Identification: Contingent upon the fingerprint results, the contractor s field service employee will have to complete the identification badging process and contractor s orientation before commencing of work. Contractor s employee shall wear visible identification at all times while on the premises of the Washington, D.C. VAMC. Vehicles: All vehicles will be locked, and the keys removed while performing service on the Medical Center s property. This is intended to protect the contractor s property and provide for the safety of the Medical Center s personnel. Vehicle(s) shall be identified. Parking in the appropriate designated parking areas is expected. Information on parking is available from the VA Police. The VA Medical Center will not invalidate or make reimbursement for parking violations of the contractor for any conditions. Safety Requirements: Contractor and all field employees will be given a GEMS and Safety orientation prior to beginning work. In the performance of this contract, the contractor shall take such safety precautions as the Contracting Officer or designee may determine to be reasonably necessary to protect property; and the lives and health of the occupants of any building. The Contracting Officer or designee will notify the contractor of any noncompliance with the foregoing provisions and action. Smoking is prohibited inside any building and only permitted within designated smoking areas on hospital grounds. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of the VA regulations may result in citation, answerable in the United States (Federal) District Court.
