Does the VA have any available historical trip volume data or usage estimates for the wheelchair transportation services outlined? The Price Schedule is showing the projected estimated trips for the entire 5-year period. Are there any minimum fleet requirements beyond supporting up to 21 simultaneous wheelchair van trips? All minimum requirements have been annotated in the PWS. For pricing, can you confirm that the contract will be based on per-trip, per-mile, and wait-time rates, with no hourly or flat vehicle rates? Per the Price Schedule, all transportation is based on per-trip, per mile, and per 15-minute wait time rates. The only flat rate is CLIN0005 as an All Inclusive CLIN as described. Are there any additional documents or attachments (Q&A, amendments, etc.) that we should reference that may not have been included in the initial posting? All documents, amendments, and Q&As are attached to the solicitation. This will be posted as Amendment 0002.

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS Philadelphia VA Medical Center This is a Pre-Solicitation Notice for the Department of Veterans Affairs, Network Contracting Office (NCO) 4, to provide Wheelchair Van Transportation Services. This Transportation requirement is for the Philadelphia VAMC located in Philadelphia, PA 19104. The full solicitation will be posted on the Contract Opportunities website at www.sam.gov on or about November 12th, 2025. The full solicitation will be a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The North American Industry Classification System (NAICS) for this procurement is 485991 Special Needs Transportation; the size standard is $19 Million. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Any amendments issued to this solicitation will ONLY be available on this site. Offerors are advised that they are responsible for obtaining all amendments.
