The government is conducting market research to identify small businesses (SB), veteran-owned small businesses (VOSB), and/or service-disabled veteran-owned small businesses (SDVOSB) capable of delivering an on-site leadership development program based on the Battle of Gettysburg. The program must be designed, developed, and delivered using Gettysburg battlefield decision points and a staff-ride methodology, including preliminary study, on-site field study, and integration/application phases. Primary performance will occur at Gettysburg National Military Park and surrounding areas in Gettysburg, Pennsylvania, with preliminary and integration phases potentially virtual or at Government/Contractor facilities. Deliverables include a program design document, participant materials, one complete program delivery with a one- to two-day on-site battlefield experience, and a 5–10 page post-program summary report. The period of performance is 30 days from award, and the core on-site Gettysburg program must be delivered within one month of award on mutually agreed dates.
