Services must be performed within the territorial U.S. by a U.S.-based corporation, covering weekday overnight, all weekend, and federal holiday periods, with estimated annual STAT volume of about 23,200 active-facility studies and about 40,380 including Philadelphia and Pittsburgh (no guaranteed minimum; volumes may vary ±25%). The contractor must connect to VA systems such as CPRS, VistA Imaging, Philips IntelliSpace PACS, and Nuance PowerScribe and meet strict turnaround, critical-findings, stroke, and intraoperative interpretation/reporting requirements. Radiologists must be board-certified or eligible, properly licensed and insured, credentialed/privileged, and residents may not perform interpretations; the contractor also has quality assurance, peer review, reporting, and information security obligations. The estimated 5-year period of performance is December 31, 2026 through December 30, 2031.
