This is a Sources Sought Notice only and is issued to conduct market research and gain knowledge of current market capabilities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a guarantee to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service. This announcement is based on the best information available at this time and is subject to future amendment. No solicitation document is available at this time; this notice is to acquire information only. The Department of Veterans Affairs, Network Contracting Office 4, is conducting a market survey to identify potential sources to perform a firm fixed price contract for procurement of urology physician services, as synopsized below. The Government anticipates award of a contract to include a one-year base performance period and four one-year option periods. The urology physician services required are highly specialized and the Government invites contractors to submit their interest and capability to meet the specific requirements identified below: SYNOPSIS (NOT COMPREHENSIVE) GENERAL: Services Provided: The Contractor shall provide Board Certified Urology Physician Services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Lebanon VAMC. Services shall include outpatient clinic services, inpatient medical consultations and surgical procedures, and on-call coverage. Place of Performance: Contractor shall furnish services at the Lebanon Veterans Affairs Medical Center (Lebanon VAMC) located at 1700 South Lincoln Avenue, Lebanon, PA 17042 and four associated Lebanon VAMC Community Care Clinics: York VA Clinic, 2251 Eastern Blvd., York, PA; Mechanicsburg VA Clinic, 5070 Ritter Rd., Mechanicsburg, PA; Berks VA Clinic 2762 Century Blvd. Wyomissing, PA; and Lancaster VA Clinic 212 Willow Valley Lades Dr. Willow Street, PA. . QUALIFICATIONS: Staff/Facility License: The Contractor s physician(s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia when services are performed onsite on VA property. All licenses held by the key personnel working on this contract shall be full and unrestricted licenses. Contractor s physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action, or denied upon application will not be considered for the purposes of this contract. Board Certification: All contractor s physician(s) shall be Board Certified Urologists by the American Board of Urology (ABU), or the American Osteopathic Board of Surgery Certification in Urology, and be currently certified in Basic Life Support (BLS) through the American Heart Association. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. All Urologists must have the capability to perform the following procedures: Partial and Radical Nephrectomy Robotics and Open Radical Prostatectomy- Robotics Simple Prostatectomy- Robotics Varicocele Robotics Partial Cystectomy Robotics Prostate Fusion Biopsy Vasovasostomy All Aspects of Endourology Complex urodynamics Sexual Dysfunction Recurrent UTIs DaVinci Robotics Qualifications: At least two of the minimum three surgeons must be robotically trained as follows: Board Certification American Board of Urology or American Osteopathic Board of Surgery Certification in Urology. Must have current privileges to perform both open and robotic abdominal surgery. Must be currently credentialed in laparoscopic surgery for robotic laparoscopic cases. Must have experience to perform the traditional open procedure when circumstances dictate. Must have completed an accredited residency or fellowship that included appropriate training in the use of DaVinci surgical system, or completion of hands-on training course and computer learning modules in the use of the DaVinci surgical system, for a minimum of 8 hours with certification and passing grade of 85% on the robotic simulator skills training. Completion, certification, and passing of off-site DaVinci Robotic system lab training. Candidate must provide a case log with most recent 24 months. Candidate must provide information regarding patient outcomes from previous hospital. Candidate must have achieved satisfactory completion of 2 proctored robotic laparoscopic cases or 2 non-laparoscopic cases. Female Urology Specialty Requirements: At least one of the minimum three surgeons must be a female provider that is fellowship trained in sub-specialty of female urology. This requirement reflects the increased number of female Veterans being seen in VA. Lebanon VAMC recently hired a female Gynecological provider who is filtering many female patients to the Urology specialty for these conditions. Some have suffered Military Sexual Trauma, and it has been relayed by patients, and their treating physicians, that these Veterans benefit from, and are much more comfortable seeing, a female provider for their unique needs. Lebanon VAMC currently provides this option of care for our female Veterans and considers it critical to maintaining this specialty service to our patients. The female provider must have capability to provide female urology services to include but not limited to: Ability to perform complex urodynamics with specialized equipment. Ability to treat urinary incontinence and pelvic organ prolapse surgically with specific training in the utilization of the mesh involved in this type of surgery. Perform surgical procedures specific to female anatomy/urology problems such as: Sling Placement Periurethral bulking agents Sacroculpopexy-Robotics Burch - Robotics Treatment of Pelvic Floor pain issues Sexual Dysfunction Recurrent UTIs Complex urodynamics Interstim Key Personnel: The VA Full Time Equivalency (FTE): FTE is defined by VA as a minimum of 80 hours every two weeks and does not include holidays. The minimum number of Board Certified physicians to staff Urology locations, located within the VA Medical Center, on a daily basis (be on site) is 2 FTE. To provide clinical, OR, and call coverage as indicated in the price schedule, contractor shall propose a minimum of 3 providers. VA HOURS OF OPERATION/SCHEDULING: Clinic and Surgical Services: Clinical and Surgical services shall include Robotic DaVinci Surgery and female-specific treatment and procedures, as detailed in the price schedule. Regular clinic hours are 8:00AM through 4:30PM, Monday through Friday. Operating Room hours are 7:30AM through 3:30PM, Monday through Friday. Saturday clinic services may be required to maintain acceptable access to care for veterans. The estimated need for Saturday clinic services is 30 hours per year. On-Call Services: 24-hour on-call coverage for weekdays, and 24-hour on-call coverage for weekends and federal holidays, is required, as detailed in the price schedule. On-call contractor s physician(s) must be available at all times for phone consultations with VA residents and physicians. If an emergency urology event arises as identified by a staff physician, phone contact will be made by VA and must be responded to by the contract urologist on-call contractor within 15 minutes. Contract providers must be located within 35 miles of Lebanon VAMC and arrive on site within 60 minutes of receipt of the phone call. Upon stabilization of the patient and assessment of further intervention, the contract provider may treat patient or decide to transfer the patient to a non-VA facility for provision of an advanced level of patient care.
