Page 1 of 1 The Department of Veterans Affairs Wilkes-Barre Medical Center has a requirement to complete Upgrade Plumbing Phase 3, Project 693-15-101. A Cascading Set-Aside process will be used for the evaluation of offers received in response to the solicitation. Offers from small business concerns will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns The scope of work shall generally consist of, but not necessarily be limited to, providing all labor, materials, tools, equipment, permits, testing, and reports required to install new water line on all floors from the Ground floor to 13th floor of the Wilkes-Barre VA Medical Facility, 1111 East End Blvd, Wilkes-Barre, PA 18711. The Phase 3 plumbing construction at a minimum shall include the following items: replacement of vertical water distribution/returns on all floors of buildings Ambulatory Care Addition, new risers in building 27, new primary water filtration system, new secondary water filtration at point of use as required by hospital function, demolition of old water risers and horizontal and vertical piping. renovate penthouse tank, upgrade controls system for penthouse tank, and shutoff/isolation valves at appropriate locations. Install new hot and cold-water loops on all floors with distal points as indicated on drawings. Additionally, work will include removal of personal restroom indicated on drawings, renovate older restrooms, and install new restrooms as indicated on drawings. The magnitude of this VA construction project is more than $10,000,000. The North American Industrial Classification Standard (NAICS) code for this project is 238220 Plumbing, Heating, and Air-conditioning contractors. The small business size standard is $19.0 Million. The Period of Performance will be approximately 365 calendar days after issuance of a Notice to Proceed. Due to the necessity of numerous water shutdowns for this project, most of the work shall be conducted after 5:00pm so there no disruption to patient care during working hours. A great percentage of the work shall be conduct after hour or weekends. The percentage of work is approximately 50% after hour or weekends. A pre-proposal conference and site visit will be held within two weeks after issuance of the solicitation. The exact date/time/location of the conference will be specified in the solicitation. The solicitation documents will be posted at Contract Opportunities on the sam.gov website or about June 29, 2023.
