NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 4, 1010 Delafield Road, Pittsburgh, PA 15215, intends to award a sole source Firm-Fixed-Price Contract to ProAim Americas for the provision of the delivering equipment, Corneal Topographer device, located on site at the Erie VA Medical Center, 135 East 38th Street, Erie, PA 16504-1559. This Corneal Topographer device scans the eye of a patient and provides a corneal topography analysis. This topography analysis will display the curvature, elevation, corneal wavefront. It will provide our Optometry department the ability to provide correct contact lens fittings for patients. It will also detect any abnormal cornea issues of our patients. Lastly, this Corneal Topographer device will connect to our existing Carl Zeiss FORUM software. The equipment components that shall be delivered for this system are as follows: 1) Carl Zeiss Atlas 500 Corneal Topographer; 2) Carl Zeiss PC Workstation; 3) Carl Zeiss Sliding Keyboard Tray; 4) Carl Zeiss FORUM-DICOM interface license to CZM Instrument; 5) Carl Zeiss Sliding Keyboard Tray; and 6) Carl Zeiss Enterpirse Architecture Design. This contract action is for supplies for which the Government intends to solicit from a single source under the procedures in FAR 13.106-1(b) used in accordance with 48 CFR 13.106-1. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The North American Industry Classification System (NAICS) for this requirement is 339112 with a small business size standard of 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 4:30 P.M., EST, on Monday, August 21, 2023, in order to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The Draft Statement of Need (SON) is attached. Any interested business concern must submit a no longer that 20 pages capability statement addressing its ability to meet the requirements listed above to Mark Murray, Contracting Officer, at mark.murray4@va.gov no later than Thursday, August 10, 2023, 04:30 PM ET. Capability Statement shall include a statement regarding how the business concern is engaged in wholesale trade and normally sells the item being supplied and how the business concern will take ownership of the items being delivered. Interested parties are also welcome to identify any ambiguities with the SON and are welcome to suggest enhancements to the SON and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered.
