Statement of Need CMCVAMC Oxygen Concentrators Statement of Need (SON) 10L Oxygen Concentrators Background: The Corporal Michael J. Crescenz VAMC (CMCVAMC) has a new requirement to procure twenty-five (25) Brand Name or Equal to the DeVilbiss 1025 10L Oxygen Concentrator. These Oxygen Concentrators are used in direct patient care for the patients that need supplemental oxygen at the Community Living Canter and the Philadelphia VA main Hospital. The facility is currently using an Obsolete Model that is not being manufactured anymore and parts are becoming difficult to find. Scope of Service: The offeror shall provide Oxygen concentrators as designated in paragraph D This is not a brand specific but must meet the specifications below. All Oxygen Concentrators need to be delivered completely assembled minus any additional features that could be purchased separately. Objectives: Procure 25 new 10L Oxygen Concentrators Requirements: Oxygen Concentrators must meet the specifications SPECIFICATIONS 10L Compact Concentrator, 110v Delivery Rate - 2.0 to 10.0 LPM Outlet Pressure -20.0 PSI ± 1.0 PSI Oxygen Percentage - 2-10 LPM, 87-96% Power Consumption - 120VAC, 60Hz Power Input - 639W (avg) Product Length - 24.5" Product Overall Height (FW17 | FW19) - 12" Product Weight 2 | 4 | 6 - 42 lbs Warranty Limited - 3 Years Adapter for Humidifier Bottle Capable of delivering 87% to 96% of O purity from 2 to 10 LPM bright LEDs that can be seen from a distance 4 wheels that have the ability to Roll and lock Deliverables: Twenty-Five (25) 10L Oxygen Concentrators. Vendor shall assemble all Concentrators prior to delivery to the Medical Center. Schedule: Post 30 days of contract award, the Vendor shall complete the deliverables noted. Government Furnished Property: None Property provided by Contractor: Contractor shall provide all tools required to manage the task. Contractor shall ensure all contracted personnel have the correct PPE for coming on site. Security Requirements: If the Contractor comes on site, they must ensure all contractor personnel working on the jobsite obtain successful background investigations. Instructions The information identified above is intended to be descriptive, of the Brand Name or Equal to DeVilbiss 1025 10L Oxygen Concentrator, to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications mentioned above. (5) Describe how your small business takes ownership of the equipment in the manufacturing, assembly, or delivery process. (6) If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (7) If you intend to subcontract any work on this contract, what portion of the total cost will be self-performed/will be performed by your organization? Please provide estimated detailed percentage breakdowns related to subcontracted work and completion of job. (8) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract number. (9) If you are an FSS GSA/NAC contract holder or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract? (9) General pricing of your products/solution is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. (10) Please submit your capabilities regarding the brand name equipment. (11) Please review salient characteristics/statement of work (if applicable) and provide feedback or suggestions. If none, please reply as N/A. This RFI will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 8.
