Statement of Need Lebanon Veterans Affairs (VA) Medical Center Sterile Processing Service (SPS) Title of Project: Video Borescope Units Scope of Work: Vendor shall provide all resources and training necessary to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. Vendor shall provide six (6) video borescope units and deliver to Lebanon VA Medical Center, 1700 South Lincoln Avenue, Lebanon, PA 17042. Background: Lebanon VA Medical Center has a current need for six (6) video borescope units to ensure all Veterans are safe during medical procedures that require scopes to be used or any instrumentation or device with a lumen. To have a complete and encompassing scope inspection program, we need six (6) complete units; one (1) in scope area, one (1) in decon, one (1) in HLD room, two (2) in prep space, and one (1) in Lead s working space. Performance Period: Delivery shall occur within thirty (30) calendar days of contract award with a need date of 02/13/2023, in coordination with the COR. Type of Contract: Firm-Fixed Price General Requirement: Lebanon VA Medical Center requires six (6) Brand-name-or-Equivalent to VerifEye Video Borescope 2.0. that meet the salient characteristics listed below. The video borescope units will ensure that all patients at receive the safest medical care available. These video borescope units will allow SPS technicians to microscopically inspect the insides of scopes, and any device or instrumentation with a lumen, with light and microscopic camera to confirm it is indeed free of any bioburden. Salient Characteristics: Video borescope inspection unit that is water-resistant No computer necessary No software installation necessary Image display to monitor via HDMI Capture still pics and video from camera control unit No need to store on unit Monitor mount available Use with instrument channel greater than 1.06 mm Must be compatible with V-Pro Low Temperature Sterilization Systems Two-piece design with insertion tube and body that is separate from control unit Inspection units can be cleaned by soaking Working length 1.2 1.9 m Backed by expert repair and management services Guidelines on Visual Inspection of Scopes: ANSI/AAMI ST91: 2015: Flexible and semi-rigid endoscope processing in health care facilities states in 12.4.2, Tools such as video borescopes of an appropriate dimension (length and diameter) may be used to visually inspect the internal channels of some medical devices. 2017 Edition, AORN Guidelines for Perioperative Practices Flexible Endoscopes Recommendations VII: Flexible endoscopes, accessories, and associated equipment should be visually inspected for cleanliness, integrity, and function before use, during the procedure, after the procedure, after cleaning and before disinfection or sterilization. VII.C. Lighted magnification should be used to inspect endoscopes and accessories for cleanliness and damage. 12.13.65 [2: High Evidence] An endoscope that appears clean ay harbor debris that cannot be seen without magnification. Lighted magnification may increase the ability to identify residual soil or damage. VII.C.1. Internal channels of flexible endoscopes may be inspected using an endoscopic cameras borescope. [2: High evidence] Endoscopic cameras and borescopes penetrate the lumen and allow for improved visual inspection. Healthcare Sterile Processing Association (HSPA) and formerly IAHCSMM Endoscope Reprocessing Manual, 2017: The most important areas for inspection are the lumens that run through the endoscope. Lumens post a cleaning challenge because of their narrow structure that prevents visualization during the cleaning; therefore, it is important to always check lumens for cleanliness after cleaning. Visual inspection of lumens can be accomplished using a borescope, a small flexible fiberoptic device that enables visualization of otherwise inaccessible areas within endoscope lumens. Delivery: Vendor shall deliver all equipment and necessary training required under this SON within thirty (30) calendar days of contract award, unless otherwise directed by the COR.
