Solicitation 36C24422R0156 Project No. 693-19-11 Design-Build Credit Union Building Acquisition Information: This opportunity is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The SDVOSB must be registered and current in the following websites: www.sam.gov and https://www.vetbiz.va.gov/vip Information concerning the pre-proposal site visit will be included in the solicitation. Potential offerors are responsible for monitoring the Contract Opportunities website for the release of the solicitation document and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Offerors will be responsible for downloading their own solicitation documents. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. The solicitation amendments issued to the RFP will be posted to the Contract Opportunities website and offerors are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. Magnitude of Construction for this procurement: Between $1,000,000.00 and $5,000,000. NAICS Code: 236220 Small business size standard: $39.5M This procurement will be processed in accordance with FAR Parts 36 & 15, via a Request for Proposal (RFP). This is a requirement for design-build services to provide all labor, materials, tools and equipment, for a complete renovation of Building 6 (Old Credit Union Building) on the campus of the Wilkes-Barre VA Medical Center. Project shall be designed and completed in accordance with OSHA, VA Criteria, EPA requirements, and VA Specifications developed for the project. Scope of Work: Provide all professional architectural/engineering (A/E) consulting services and construction, including all administration, supervision, project management, labor, materials, tools, and equipment, for building modifications required, as shown on the new floor plan. The A/E who prepares the construction documents shall be professionally licensed in the state in which the design work is completed. All final construction documents shall bear the professional seal of the A/E services consultant. The A/E consultant shall also provide field inspection services of construction work at the 50% and 95% completion stage, resolve constructability issues, provide site inspection reports, punch lists and electronic record drawings in AutoCad format at the completion of the construction. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from the solicitation. Award of this contract is subject to the availability of FY23 funds.
