No quotes are being requested or accepted at this time with this notice. The Department of Veterans Affairs, VA Pittsburgh Healthcare Systems, located in Pittsburgh, PA has a requirement for ClearRead CT Vessel Suppression and Detect Software. Potential Sources shall respond with their ability to provide these services as outlined in the draft Statement of Work (SOW) The North American Industry Classification System (NAICS) code being considered for this procurement is 511210: Software Publishers (PSC): DA10 IT and Telecom - Business Application/application Development Software. Responses to this notice should include the following: Company name Unique Entity Identifier (UEI) number Company s address, Point of Contact information title, phone number and email address Company s detailed Capability Statement Shall detail companies abilities to meet this requirement and any pertinent information which demonstrates that ability Provide GSA Federal Supply Schedule (FSS) contract number, NASA SEWP contract number, or other applicable contract vehicle contract number, if within scope of this effort (if applicable). Provide SAM Registration Verification Provide VIP verification provided, if applicable Provide Company s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Women Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in www.VetBiz.gov. Response should provide enough information to determine if the vendor can comply with the limitations on subcontracting as defined in VAAR 852.219-74 and all applicable CFR references where applicable. Non-developer/manufacturers shall provide documentation that they are authorized resellers/distributors of this requirement. All responses shall be submitted in writing via email no later than 12:00 (EST) August 25, 2022 to Contract Specialist, Antonio Armstrong at antonio.armstrong2@va.gov. Responding as an interested party does not constitute your company as a viable Source. After review of the responses to this Source Sought Notice, a solicitation announcement may be published on the Beta.SAM (Contract Opportunities), GSA and/or NASA SEWP websites. Responses to this Source Sought announcement are not considered to be adequate responses to any future solicitation announcement. All interested parties will have to also respond to any future forthcoming solicitation announcement, in addition to responding to this Sources Sought notice. All interested parties must be registered with System for Award Management (SAM) at https://www.sam.gov to be eligible for award of Government contracts. Draft STATEMENT OF WORK This Statement of Work is for the ClearRead CT Vessel Suppression and Detect Software for the Imaging Department at the VA Pittsburgh Healthcare System, University Drive C, Pittsburg, PA 15204. 1. Contract Title. ClearRead CT Vessel suppression and Detect software 2. Background: Vessel suppression software is an innovative image enhancement technology designed to increase the clarity of CT s by suppressing vessel on digital images. This enterprise-wide solution uses existing digital CT equipment, providing a soft tissue image for digital CT s. ClearRead CT Vessel Suppression software is utilized at VA Pittsburgh Healthcare System at University Drive Radiology. ClearRead is to be available for use 365 days a year. Failure of software can significantly impact customer service in the areas listed above and increase labor and workload for both pharmacy and nursing staff. 3. Scope: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. For a period of one year (09/01/2022 through 08/31/2023) and will provide a three-year warranty at no cost to the Government. Riverain Technologies Inc. will use reasonable commercial efforts to assist Customer with the maintenance of the System in order to meet the requirements and specifications set forth in the Riverain Technologies Sales Quote, System Specifications and applicable Service & Installation Manual defined features and functions (the Purchase Documentation ). Riverain Technologies Inc will return calls made to the Customer support line 8:30am 8:30pm (no later than four (4) hours after receipt) + 1-800-914-1146 (option 2) or + 1-937-425-6811 (option2). Any emails received via support@riveraintech.com shall receive a response within four (4) hours of receipt. The contractor has a 24-hour answering service. During normal business hours, or for emails received after normal business hours, no later than four (4) hours after the start of normal business hours on the next business day. Performance Period: The period of performance 09/01/2022 through 08/31/2023 and will provide a three-year warranty period at no cost to the Government. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). After the conclusion of the performance period, the purchase price includes 3 years of warranty coverage. 5. Place of Performance: On-site service will be performed in the located at VA Pittsburgh Healthcare Systems located at University Drive, Pittsburgh, PA. 6. Performance Monitoring: The government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The COR will monitor radiologist user satisfaction to ensure contractor is meeting requirements. 7. Security Requirements: If working on-site, contractor will be required to comply with physical security guidelines by either checking in with the VA Police each time they come on-site to perform contracted services or by obtaining a VA Contractor ID badge from the VA Police. VA ID badge must always be worn while on VA premises. Contractor owned computer equipment including laptops are not permitted to be connected to the VA network. The following language from VA Handbook 6500.6 is required in this contract: Appendix C: Paragraphs #3a, #5h, #6a, #7a, #7d, #9(all) Appendix D - Before being granted access to VA information or information systems, all contractor employees and subcontractor employees requiring such access must sign the VA s Contractor Rules of Behavior. Contractor must complete VA Privacy and Information Security Awareness and Rules of Behavior training prior to the performance of the contract and annually thereafter. Training must be completed in VA s TMS system (https://www.tms.va.gov/). Contractors must use the TMS Managed Self Enrollment method to complete the training in TMS. The COR must ensure that all contractors are validated in the PIH domain. Proof of training completion must be verified and tracked by the COR. VHA Supplemental Contract Requirements for Combatting COVID-19 1. Contractor employees who work in or travel to VHA locations must comply with the following: a. Documentation requirements: 1) If fully vaccinated, contractors shall show proof of vaccination. i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. 2) If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. 3) Documentation cited in this section shall be digitally or physically maintained on each Contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. 4) Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the https://www.va.gov/covid19screen/. Check regularly for updates. a. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the https://www.va.gov/covid19screen/, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID- 9 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 3. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. 4. For indefinite delivery contracts: Contractor agrees to comply with VHA Supplemental Contract Requirements for any task or delivery orders issued prior to this modification when performance has already commenced.
