This notice is for informational purposes only. The intent of this Sources Sought Notice 36C24422Q0727 is to identify any Small Businesses, mainly SDVOSB/VOSB vendors who can provide Brand Name, ABBOTT ID NOW-COVID-19 Test Kits or technical equivalent, manufactured by Abbott Rapid DX North America, LLC., as listed in the attached Statement of Need. In addition, we are also seeking any Small Business manufacturers that have the capability of providing this system as well. This is neither a solicitation nor a promise of future work. Small Business, SDVOSB, and/or VOSB manufacturers authorized distributors are encouraged to submit your company s information and capability statement in response to this Sources Sought Notice. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issues an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. Potential vendors should respond with their ability to provide the following: The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified sources capable of meeting the Statement of Need (SON) for ABBOTT ID NOW-COVID-19 Test Kits or technical equivalent, manufactured by Abbott Rapid DX North America, LLC., for the Lebanon VA Medical Center, 1700 South Lincoln Avenue, (ATTN: Warehouse) Lebanon, PA 17042-7529. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of interested parties to demonstrate to the government that they are capable of providing the service that fulfills the required minimum specifications mentioned above. Responses to this Sources Sought should include company name, address, point of contact, phone number, point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) 325413. Respondents shall also answer the following questions: Size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Small Business (SB), Large Business, etc. Is your company considered small under the NAICS code identified under this Source Sought? Is your company the manufacturer, distributor, or equivalent source for the type of items required with the characteristics referenced above? If you accompany is a large business, do you have any authorized distributors? If so, please provide the name(s), telephone Number(s), Point(s) of Contact and size status of the businesses authorized to distribute your products. If your company is a small business and an authorized distributor/reseller for the types of items required with the characteristics referenced above, do you alter; assemble; or modify; the items requested in any way? If your company alters the items, state how and what is altered; assembled; and/or modified? Does your company have an FSS contract with GSA or the VA NAC or a GWAC contract holder with any other federal agency? If so, please provide the contract number. If your company holds a FSS GSA/VA NAC contract other federal GWAC contract holder, are the items you are providing information on available on your schedule/contract? General pricing of your products is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. Information provided by potential sources will be utilized by the Government to determine market availability and procurement strategy. An award of a contract will not result from this Sources Sought Notice. Vendors who can meet the requirements listed above should provide the following information: Business Name Business Address Business Point of Contact, including phone number and email address Business size Business Socioeconomic Status Federal Supply Scheduling (FSS) number, if the items required by the Government are available for purchase on an FSS contract. Any other pertinent capability information that relates to the above stated requirement. Manufacturer authorized distribution letter addressed to your company STATEMENT OF NEED Title of Project: ABBOTT ID NOW-COVID-19 Test Kits or technical equivalent Scope of Work: The Vendor shall provide all resources necessary to accomplish the deliverables described in the statement of need (SON), except as may otherwise be specified. Background: The Lebanon VA Medical Center (LVAMC) has a requirement to purchase brand name ABBOTT ID NOW COVID-19, manufactured by Abbott Rapid DX North America, LLC. The COVID-19 Assay are for use with the Abbott ID NOW system. The assays are intended to aid in the diagnosis or ruling out of COVID-19. On an average, the Lebanon VA Medical Center performs about 201-250 Influenza testing per year. We want to be prepared given the unpredictable nature of the pandemic and historical spikes during the Fall and Winter months. The kits are used in the clinical laboratory. Kits are packaged in assays of 24 single use pouches. Test kits are stored at room temperature until use and are not used past their expiration date. The contractor shall be responsible for providing reagents for performing COVID-19 testing. This will include 30 kits/month or 360 kits for the year. Sole Source Justification: These reagent kits are patented product sold exclusively through Abbott Rapid DX. There are no resellers of this product. The instrumentation is owned and changing instrumentation would require a month-long validation and retraining of employees. REQUIREMENTS: Abbott ID NOW COVID-19 Manufacturer- Abbott Rapid DX (no substitutes) Product Number: 190-000 Kit size-24 pouches with reagents per kit Quantity-Delivery of 30 kits each month Expiration dates shall be no less than 6 months from delivery date. One lot number of product is requested per shipment. Any deviation from the contract must be approved by the Contracting Officer Representative. This will be a (1) year contract for 30 kits, each kit including 24 pouches with reagents per kit. Period of Performance: September 3, 2022 September 2, 2023 Delivery: Kits shall be delivered once per month, in the quantities specified above, with the first shipment to begin on September 15, 2022.
