INTENT TO SOLE SOURCE NOTICE This is not a request for quotes or proposals. The Pittsburgh VA Healthcare System (VAPHS) has a 4-year requirement to commence on 06/20/2022 for the fulfillment of service and maintenance on the 3D Systems SLS ProX Series 6100/500 System. Network contracting Office 4, supporting VAPHS, intends to enter sole source negotiations with 3D Systems Inc. This publication is in accordance with Federal Acquisition Regulation (FAR) 5.203(a). This notice will be published at least 15 days before issuance of solicitation, or a proposed contract action the Government intends to solicit and negotiate with only one source. The authority for award is defined under FAR 13.106-1 Justification for Single Source Awards. The criteria include: (1) Such concern is determined to be a responsible source with respect to performance of such contract opportunity; (2) The anticipated award price of the contract (including options) will not exceed the simplified acquisition threshold (as defined in FAR 13.000); and (3) In the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. Further guidance is provided in VA Acquisition Regulations 819.7007 which further states in part: (a) The contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer.
