(i) This is a combined synopsis/solicitation for Damper & Accessibility Testing, as prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is 36C24422Q0117.and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07, effective September 10, 2021. (iv) This solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Businesses and the associated NAICS code 238210 has a small business size standard of 16.5M. (v) Contract Line Items (CLIN): The Department of Veteran Affairs, VA Pittsburgh Healthcare System, has a requirement for Damper Accessibility & Testing. The Statement of Work (SOW) is provided as Attachment 1. Associated SOW attachments are provided as Attachment 1a, 1b, 1c. The applicable line items/CLINs are found on Attachment 2. Complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in Attachment 3, Quote Submission, eval, clauses, Provisions. All offerors are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided. Associated Wage Determinations are found on Attachments 4-11. The period of performance (POP) will begin as described in the Statement of Work. Any award resulting from this solicitation will be issued on a Standard Form 1449. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the System for Award Management (SAM) database. Registration may be done online at: www.acquisition.gov or www.sam.gov. All quotes must be emailed to Lakeisiha.Davenport@va.gov. Quotes must be received no later than 2:00pm EST on the close date December 8, 2021 @ 2:00pm Eastern Time.
