Statement of Work (SOW) PURPOSE OF CONTRACT This procurement request is for an Contract for an annual subscription renewal to a fully searchable reference library of online medical books enabling VA Pittsburgh clinicians to access vital clinical, medical, and dental information for patient care throughout VAPHS, including the CBOCs. The selection of titles will change yearly. BACKGROUND The VA Pittsburgh Healthcare System (VAPHS) includes two main campuses in Allegheny County (PA), each with multiple inpatient units, primary care services, and offering community based services. One campus specializes in acute care, and the other provides a Community Living Center and Veterans Recovery Center. VAPHS also includes Community Based Outpatient Clinics in counties surrounding Pittsburgh. To properly care for patients, VAPHS needs access to online databases with search engines which provide access to medical, nursing, and dental information quickly at the time of need. This access needs to be available both on-site and off-site, and the information needs to be evidence-based or widely recognized as the most authoritive available. SCOPE This is a subscription to STAT!REF and it provides the following information services supporting clinical services to veterans: THE ONLINE BOOK COLLECTION The VA Pittsburgh library is able to select from hundreds of online top of the line clinical books for our collection each year to meet the changing needs of our clinicians. Once added to our collection, if the publisher issues a new edition, the new edition is updated into our collection in STAT!Ref at no additional charge. THE STAT!REF SEARCH ENGINE The STAT!Ref search engine enables users to intuitively cross-search our full-text titles to obtain the needed healthcare information in a customizable and convenient format and presents the results in relevance-ranked order, and offers spelling corrections and related concepts to further focus searches. Users may also manually select the titles they want to search in each session, so that they are only searching one title or only the titles they have chosen. PERSONALIZED SERVICES VAPHS users are able to set up preference accounts unique to them. The username/password that they create allows them to customize automatic search settings, create search sets for searching different groups of books, and to set up services for delivery of New Alerts and Evidence Alerts specific to the parameters they define to best meet their clinical needs. GENERAL REQUIREMENTS The contractor shall provide: Ongoing access to the full content of the STAT!Ref library collection selected and invoiced on the current purchase order. A web-based search platform for searching these journals which is accessible to VAPHS employees from VAPHS network computers Access is to be through IP address eliminating the need for users to enter identification, user name and/or password. Access to the database is also to be available from private computers and mobile devices in compliance with Athens Remote Authentication requirements. [Access is removed by VA when the individual is no longer associated with VA Pittsburgh.] The contractor shall provide administrative access and online statistics to library staff. The contractor shall provide training and marketing resources as needed. The contractor shall ensure the database links are operational and servers are available 24/7
