Amendment 00001 to Solicitation Number 36C24421Q0728 Questions/Responses received regarding the Lodging requirement for Wilkes Barre VA Medical Center: Question #1 - I would like clarification on how many rooms or units are needed for this lodging service. How many rooms monthly or total in the year. Response: Please review the documents submitted for this requirement in their entirety. The combined synopsis/solicitation states the following: The Contractor agrees to provide one room that includes all amenities the hotel offers including free parking during the entire period of performance. The contractor must be capable of meeting all requirements in the Statement of Work.            B. Volume 2 Price Offerors shall complete the Price/Cost Schedule in Section B.2. See Attachment B. The price listed in the Schedule is for each day of the calendar year. The VA intends to rent the room for the entire year regardless of its occupancy. And this from the Price/Cost Schedule: One Hotel/Lodging Room for Residents/Fellows for a period of 12 months Question #2 - will this be 1 room every day for the year? Response same as above Question #3 - The Statement of Work only identified one room for occupancy. Is the room to be occupied a certain number of days per year or should the proposal cover all 365 days each year for this project? Response - Please read the combined synopsis/solicitation, it states:            B. Volume 2 Price Offerors shall complete the Price/Cost Schedule in Section B.2. See Attachment B. The price listed in the Schedule is for each day of the calendar year. The VA intends to rent the room for the entire year regardless of its occupancy. And this from the Price/Cost Schedule: One Hotel/Lodging Room for Residents/Fellows for a period of 12 months The price provided in the price/cost schedule is for a daily rate. The daily rate provided will be based on 30/days a month. The Price/Cost schedule will not be changed. Question #4 - Will you provide a tax exemption certificate to the awarded vendor? Response - No, this is a federal contract and therefore is tax exempt. Again, please read ALL documents to understand and fulfill the requirement for the subject solicitation. The VA is not responsible if the Contractor does not submit the correct documents or neglects to understand the requirement.  Due date for quotes remains the same. Due date is Friday, June 25, 2021 at 2PM (EST).

Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements. The Wilkes-Barre Veterans Affairs Medical Center (VAMC) located at 1111 East End Blvd, Wilkes-Barre, PA 18711-0030 is performing market research to determine if there is a sufficient number of qualified: (1) Service-Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); (3) Small or emerging small business firms (SB or other); or (4) large business (LB) firms to set aside a single award contract for lodging services. The Wilkes-Barre VAMC is seeking a qualified contractor to provide lodging/housing to be used by the VAMC affiliated graduate medical program to include Residents or Fellows while working at the Wilkes Barre VAMC. Attached is the DRAFT Statement of Work for a description of this requirement along with the lodging request. The anticipated period of performance is to start July 1, 2021 for a total of five years. All interested firms who can meet the requirement should respond, in writing, and provide the following information: 1. Describe your interest, including your capability to provide this service. Please keep to a minimum of two pages or less. 2. Indicate which socioeconomic business category for which your hotel qualifies (see paragraph 2 above). 3. Include the full address of your location and contact information. 4. How many miles is the hotel from the Wilkes-Barre VAMC? 5. How many rooms do you have at your hotel? 6. What is your check in/check out policy? 7. How much notice must be provided in advance to make a reservation? 8. What is the estimated cost per room/night? What does this rate include? 9. What are the hotel s amenities and are they included in the rate? If not, identify the amenity not included in the rate and associated fee(s) 10. Do you have free parking? If no, what is the rate? 10. Are your rooms compliant with the Americans with Disabilities Act (ADA) with accessibility to the establishment? 12. What is the hotel s DUNS number? 13. If you are a third party, what is your DUNS number and socioeconomic category? (See Paragraph 2 above). 13. Are you registered in the System for Award Management (SAM) https://www.sam.gov/SAM/? 14. Provide an alternative method of stay for this requirement (apartment, corporate housing, etc. along with pricing information and location of facility). Include any other information that is not covered above complying with the requirements in the SOW.
