The intent of this Sources Sought Notice 36C24421Q0590 is to identify any Small Businesses, mainly SDVOSB/VOSB vendors who can provide Automated Unit Dose Packaging System listed in the attached Statement of Need. In addition, we are also seeking any Small Business manufacturers that have the capability of providing this system as well. This is neither a solicitation nor a promise of future work. Small Business, SDVOSB, and/or VOSB manufacturers authorized distributors are encouraged to submit your company s information and capability statement in response to this Sources Sought Notice. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issues an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. Potential vendors should respond with their ability to provide the following brand name: The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified sources capable of meeting the Statement of Work (SOW) for a Automated Unit Dose Packaging System, for Lebanon Veterans Affairs (VA) Medical Center, located at 1700 South Lincoln Avenue, Lebanon PA 17042. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of interested parties to demonstrate to the government that they can provide the equipment or supply that fulfills the required minimum specifications mentioned above. STATEMENT OF NEED Automated Unit Dose Packaging System INTRODUCTION: Scope of Work: Lebanon Veterans Affairs (VA) Medical Center, located at 1700 South Lincoln Avenue, Lebanon PA 17042, is looking to purchase an Automated Unit Dose Packaging System. This is intended to be a one time purchase. The vendor shall provide all the deliverables described in this statement of need (SON), in an operational condition, capable of being used directly from the shipping package(s). A yearly service contract with Biomed department will be required after the 1 year warranty expires. Background: Lebanon VA Medical Center is seeking to purchase an automated unit dose packaging system for use in the pharmacy to replace the existing aging Automated Tablet Packaging (ATP) medication machine currently located in the inpatient pharmacy. The current ATP unit dose packager at this location has aged to near end of life. The new unit dose packaging machine will need to be able to work in conjunction with future integration of the Cerner interface being developed for the Veteran s Affairs and be able to work with a pouch inspection device to improve pharmacy operations and patient safety. PERIOD OF PERFORMANCE: The requested equipment must be delivered within 45 calendar days after receipt of order (ARO). PRODUCT DESCRIPTION: This purchase is to acquire an automated unit dose packaging system capable of providing the Pharmacy with an efficient, accurate, state of the art machine to pre package unit dose medication for distribution to veterans at the Lebanon VA Medical Center. This equipment will meet standards no less than that of the ATP2 400 (Automatic Tablet Packager), and various ancillary devices being based on pharmacy preference to improve pharmacy operations, but also provide an opportunity to purchase additional equipment in the future to further improve patient safety and operations. The combination of ancillary devices being requested include a backup lower packaging unit for both unit dose and multi med packaging, spooling system, canister calibration kit, Inspect vision system with Collector automated collating system, Universal Lighted Tray System and Automated Tablet Splitter. The equipment will meet the following major specifications: · Automatic tablet packager with 400 canisters · Dual tray system allowing users to pre fill or stage two trays at a time, providing continuous dispensing of non canister medications · Universal Lighted Tray system for external medication handling, barcode driven and lighted tray. · The packaging system should have software features allowing users to use a different NDC if the primary NDC for an order has ran out of inventory; to pause a batch during a production run to work on another batch allowing users to come back to the paused batch and pick up where it left off; group or daisy chain canisters together; skip a med if unavailable then removing it from the order staging it as separate order when inventory is available; and allow users to separate an order with multiple patients into separate orders at the packager level · Graphic Packaging Printing (barcode, color, vertical, pictures, icons, logos, etc.) · Packaging system will use a clamp and seal system to efficiently seal pre folded paper with a serrated edge · Packaging system to allow pharmacy to dispense pouches by admin time, NDC, cabinet, and patient · Ability to change pouch sizes to fit different sized medications · Wide lower packaging unit allowing for multi med packaging · Auto correcting motor bases preventing jams while dispensing from canisters · Capability to run audit reports (reporting must include ability to show who accessed the machine and performed what functions, and what has been verified by the pharmacist) · Spooling devices to efficiently organize and store pouches · Ability to modify canisters to fit different shape and size medications without replacing canister · Automatic Tablet Splitter · Vacuum for cleaning of the automated unit dose packaging machine · Software will be compatible with Windows 10 · On site implementation and installation training package · Equipment interface to pharmacy system Cerner / Vista, and Pyxis dispensing cabinets · Verification system to record images for future access of the pharmacy · Verification system to include a viewing and checking station to verify contents of each pouch after images are recorded · Verification system to include a correction station and camera · Verification system to utilize cameras for print and content side imaging of each pouch · Verification system to have collation unit to automatically cut, roll, and secure pouches, then dropping the pouches into a tote for delivery CONTRACTOR PERFORMANCE: Contractor shall develop a project installation strategy with Lebanon VAMC. Installation activities to include the need for network access working in conjunction with IT department and BioMed as needed. Contractor will deliver the equipment and provide all necessary labor, management, skills, materials, etc. required to install, train, and maintain the automated unit dose medication dispensing machine described above. Any necessary files created during maintenance will not be saved via vendor. Retention of data will be on internal VA server only. All backup data will be completed, performed, and maintained by Pharmacy service. Contractor will provide a one year service warranty on all items included in the contract. The warranty period will begin after go live of the equipment. The contractor is the only company authorized to both cover under warranty and provide future service for the packaging equipment. Contractor will supply 24x7 telephone support 365 days per year provided by trained client support engineers, remote diagnostics including patches, software downloads and unlimited support requests. Contractor will supply onsite support by trained client support engineers when telephone support cannot solve the issue and/or in the instance an emergency issue occurs, and patient care is compromised. Contractor s employees and/or subcontractors should possess skills and device administrative privileges for installation, setup, and maintenance services. GOVERNMENT PERFORMANCE: Government will verify and test all equipment to ensure that the equipment operates as marketed. LOGISTICS CONSIDERATION: Contractor shall deliver equipment and accessories to 1700 S. Lincoln Avenue, Lebanon PA 17042. Delivery date and time will be discussed after award and be on a working business day of Monday through Friday within the hours of 7:30am 2:30pm, eastern standard time. Equipment shall not be delivered on a Federal Holiday or weekend.
