In order to accept the system as is we would need a list of all the current troubles that are showing on the fire alarm panel. If the contractor is responsible for repair cost of service calls/repairs/parts up to $2,500 the complete list of troubles is needed. Can the VA provide that list of troubles that are currently on the fire alarm panel?  These troubles change daily. At contract award, reference Section 2.1 In order to price the 6yr fire extinguisher servicing we would need an exact count for each size/type of extinguisher that require 6yr service. Can you provide the quantity, size and type of extinguisher needing 6yr service?
